*Description:*The Defense Health Agency (DHA) has a requirement for services supporting DHA Medical Affairs and the Deputy Assistant Secretary of Defense (DASD) for Health Services and Policy Oversight (HSP&O) in their missions of policy and program development and oversight of the Disability Evaluation System (DES), the Special Compensation for Assistance with Activities for Daily Living (SCAADL), the Physical Disability Board of Review (PDBR), and the Compensation and Benefits Handbook.
The goal is maturing existing programs through continuous improvement and expansion of the knowledge repositories, performance, and capabilities in accordance with direction from Congress, the Secretary of Defense, and the General Accountability Office.
The desired outcome will facilitate the Military Departments' integrated delivery of services and benefits for wounded, injured and ill Service members who may be physically unfit to continue their military service.
The Program Manager must have excellent analytical, organizational and communication skills, and have experience interfacing with Government managers and staff.
*Responsibilities:*
* Strategic planning and policy development
* All activities necessary to ensure the accomplishment of timely and effective support, performed in accordance with the requirements contained in the PWS.
* Provide overall coordination for project resource planning and allocation
* Operational monitoring, evaluation, and documentation of program performance, coordination with internal and external organizations and federal agencies to synchronize and expand services and dissemination of program information.
* Provide effective governance, acquisition, program management, executive communications cross-project integration, performance monitoring, financial management and cost control, and project management.
* Oversee the development of techniques for tracking projects costs, schedule, risk, resource utilization, and scope from conception to project closing.
* Provide support for business process improvement or re-engineering analysis,
* Develop program/project management processes and supporting artifacts.
* Assist with the development & review of program/project estimates to establish realistic cost, schedule, and performance goals.
*Qualifications/Requirements*:
* Possesses a bachelor’s degree in any field
* Possesses 14+ years’ experience with overseeing/managing large programs (or 8 years and a Masters Degree)
* Has 5+ years’ experience overseeing and managing staff/personnel
* Has DHA experience
* Has experience with and knowledge of DoD policies and procedures, to include records management and quality assurance
* PEB, MEB, or DES Experience
* Policy Experience
* *PMP certified (active) or Lean Six Sigma Black Belt certified required*
* *U.S. Citizenship required*
* *Secret clearance required (active)*

Job Type: Full-time
Pay: $110,000.00 - $135,000.00 per year
