WIOA Career Navigator

The WIOA Career Navigator is responsible for providing comprehensive case management services to participants enrolled in the WIOA program. This position ensures participants successfully progress through training, obtain credentials, and secure employment. The Career Navigator is accountable for meeting performance outcomes related to credential attainment, employment placement, and fund utilization while maintaining strict compliance with program policies and documentation requirements.KEY RESPONSIBILITIES1. Case Management & Participant EngagementConduct all scheduled intakes on assigned datesMaintain consistent and ongoing contact with assigned participantsMonitor participant progress in training and employment activitiesDevelop, implement, and manage Individual Employment Plans (IEPs)Identify and address barriers to participation and employmentCoordinate supportive services to ensure participant success2. Employment & Training SupportAssist participants with job search, job placement, and employment readinessPrioritize job-ready participants for immediate employment opportunitiesCoordinate with employers for job matching, interviews, and placementFollow up with training providers regarding attendance, progress, and completionTrack credential attainment and expected completion dates3. Documentation & Data EntryEnter all case notes, services, and updates into WorkinTexas (WIT) dailyEnsure case files are complete, accurate, and compliant with program requirementsDocument: Services providedParticipant progressEmployment effortsCredential outcomesIEP updatesStandard: If it is not documented in WIT, it did not happen4. Case Timeliness & Activity ManagementEnsure no case remains inactive for more than 25 daysReview and update cases approaching inactivity thresholdsDocument justification for any case exceeding 25 daysDevelop corrective action plans to bring cases into compliance5. Individual Employment Plan (IEP) ManagementEnsure all participants have an active and current IEPReview and update IEPs at least monthlyAlign IEPs with participant goals, training, and employment activitiesDocument all updates in WIT6. Financial & Resource ManagementEnsure effective utilization of participant funds, including: Individual Training Accounts (ITAs)Supportive servicesWork-based learning activitiesSupport achievement of expenditure goals through timely service delivery7. Compliance & Operational ExpectationsConduct all intakes as scheduled without delayReview and respond to monitoring reports timelyComplete all required corrections within designated timeframesMaintain compliance with TWC, Board, and SERCO policiesPERFORMANCE EXPECTATIONSThe WIOA Career Navigator is held accountable for the following measurable outcomes:Credential Attainment Rate – Minimum 80>#/b###At least 80% of participants enrolled in training must: Complete trainingObtain a credential or certificateEntered Employment Rate – Minimum 80>#/b###At least 80% of job-ready participants must: Obtain employmentBe verified and entered WITIf it is not entered in WIT, it does not countExpenditure Goal – Minimum 95%At least 95% of assigned funds must be fully expendedIncludes: ITAsSupportive servicesWork-based learning activitiesFunds must be fully expended (not just obligated) Reflected in financial systems Aligned with participant needs and program goalsAdditional Performance MeasuresTimeliness of case activityDocumentation accuracy and completenessMonthly IEP updatesParticipant engagement and outcomesACCOUNTABILITYPerformance will be evaluated based on:Credential attainment (80%)Employment placement (80%)Expenditure utilization (95%)Case timeliness and activityDocumentation complianceParticipant outcomesEDUCATION & EXPERIENCEBachelor's degree in social services, workforce development, or related field preferredEquivalent experience may substitute for educationExperience in case management, workforce programs, or human services preferredKnowledge of WIOA programs and workforce systems preferredKNOWLEDGE, SKILLS & ABILITIESStrong case management and organizational skillsAbility to manage multiple participants and deadlinesKnowledge of workforce systems and WIT preferredStrong communication and interpersonal skillsAbility to analyze participant needs and provide solutionsADDITIONAL REQUIREMENTSValid Texas Driver's LicenseReliable transportationAbility to travel within service area
