Clinical Director (Licensed) – Behavioral Health
Position Summary
The Clinical Director serves as the senior clinical leader for Pathways Developmental Services, Inc., overseeing the delivery, quality, and regulatory compliance of all clinical and therapeutic services. This role ensures that client care meets state, federal, and Medicaid standards while providing supervision, consultation, training, and program development support to clinical and administrative staff.
The Clinical Director plays a central role in treatment planning, staff development, clinical documentation oversight, crisis response, and the continuous improvement of agency programs.
PRIMARY DUTIES & RESPONSIBILITIES
1. Clinical Supervision & Oversight
· Provide clinical supervision and therapeutic consultation to Mental Health Professionals and LMHP-Es at least twice monthly.
· Offer hands-on training, technical assistance, and modeling of evidence-based and trauma-informed interventions.
· Review and refine staff documentation, ensuring accuracy, objectivity, policy compliance, and Medicaid standards.
· Serve as the primary clinical point-of-contact for all new client issues and escalated concerns.
2. Assessment, Reassessment & Crisis Evaluation
· Complete and/or supervise initial assessments, reassessments, and risk evaluations required for all services provided.
· Ensure clinical documentation meets Medicaid timelines (including reassessment submission at least 15 days before end date).
· Review prior treatment, service history, and medical/psychiatric records to determine appropriate level of care.
· Identify and document safety risks using Virginia-recognized screening tools.
3. Treatment Planning
· Collaborate with clinicians and clients to create individualized treatment plans including:
Measurable objectives
Safety and crisis plans
Modalities of intervention
Discharge and transition plan
Ensure plans follow Virginia standards:
Service plans must address crisis stabilization goals.
Service plans must include resource linkage, monitoring, and advocacy.
Monitor progress toward goals using structured data collection and outcome measures.
4. Program Quality Assurance & Compliance
Ensure all clinical documentation meets Medicaid, DBHDS, DMAS, and MCO audit expectations.
Conduct routine chart audits with correction deadlines for staff.
Validate staff qualifications and scope-of-practice alignment under VA regulations.
Monitor service delivery to ensure:
Medical necessity
Proper billing
Clear justification of services
Use of person-centered language
Participate in Utilization Management (UM) review and appeal processes.
5. Staff Training & Professional Development
Provide onboarding and ongoing training for clinical teams.
Train staff on topics including:
Crisis intervention & de-escalation
Trauma-informed care
Person-Centered Planning (PCP)
Documentation & Medicaid compliance
Safety planning & lethality assessments
Supervise Assessment Team to ensure timely completion and 24-hour documentation standards.
6. Administrative Leadership
Maintain 24/7 availability rotation to support crisis operations per regulations.
Assist with development and revision of clinical policies and procedures.
Participate in program expansion planning and regulatory updates.
Conduct performance evaluations for clinical and supervisory staff.
Support admissions and operations as needed.
Communicate directly with the Executive Team regarding risk, ethics, and agency-wide issues.
7. Direct Clinical Services
Provide outpatient therapy, crisis support, and clinical evaluations within scope of license.
Offer crisis intervention for clients in CS.
Document all services according to Medicaid standards including:

QUALIFICATIONS
Master’s degree in Counseling, Social Work, Psychology, Marriage & Family Therapy, or related field.
Must hold an active Virginia license (LCSW, LPC, LMFT, or Psychologist).
Approved Supervisor (or eligible) for LMHP-E/Residents preferred.
Minimum 3 years of clinical leadership experience in behavioral health.
Extensive knowledge of Virginia DBHDS regulations, DMAS manuals, and MCO authorization processes.
Experience with crisis intervention and community-based mental health programs.
Reliable transportation and ability to participate in statewide on-call rotation.
