Job Overview We are seeking a Lead Business System Developer to architect and modernize mission-critical systems for a major federal agency. This role bridges the gap between high-performance legacy mainframe environments and the future of AI-driven, cloud-ready enterprise solutions. Core Responsibilities Architecture & Development: Architect and maintain high-performance applications using COBOL, CICS, JCL, DB2, VSAM, and IDMS. Online Transaction Processing (OLTP): Build and support real-time, high-volume systems using CICS and TSQ. Data Optimization: Engineer robust storage solutions with VSAM and optimize SQL/DB2 queries for maximum reliability and speed. Modernization & AI: Identify and implement AI-driven tools to automate processes and enhance development efficiency; stay ahead of technical advancements to recommend modernization paths for legacy systems. Technical Leadership: Lead technical teams through code reviews, prepare comprehensive documentation (specifications, flowcharts), and collaborate with stakeholders on modernization initiatives. Required Qualifications Specialized Experience: Extensive professional experience specifically in: Designing and maintaining mainframe applications using COBOL, CICS, VSAM, and JCL. Managing data integration/migration with DB2, SQL, and IDMS. Architecting or modernizing legacy enterprise systems. Leadership: Proven experience leading technical teams and collaborating with stakeholders. Education: Bachelor’s degree in Computer Science, Information Systems, or a related field. Clearance: Ability to obtain and maintain a federal Public Trust clearance.
