Lead Management Analyst

Overview We are seeking a detail-oriented and analytical Management Analyst to join our team. The ideal candidate will possess a strong background in intelligence analysis and military operations, with a focus on enhancing organizational efficiency and effectiveness. This role involves working closely with various departments to assess operational performance, identify areas for improvement, and implement strategic solutions. The Management Analyst will play a crucial role in supporting decision-making processes within the organization. Duties Conduct comprehensive analyses of organizational operations to identify inefficiencies and recommend improvements. Support the operations of the Internal Control, Risk Management and Program Analysis (IC, RM & PA) Branch of the CWMD OCFO. Assist in development of the CWMD annual Statement of Assurance. Apply knowledge of OMB Circular A-123 and GAO Standards for Internal Controls (“Green Book”) for the testing of specific business processes. Assist in the testing of CFO Designated Systems for the CWMD annual IT Commitment Letter. Perform reconciliation of disbursements in accordance with Payment Information Integrity Act (PIIA); submit required reports for approval and posting. Assist the IC, RM & PA Branch and the OCFO in maintaining, and monitoring an integrated system of financial services including accounting, budgeting, and financial reporting. As requested, assist the federal staff in their tasks of formulating, justifying, and monitoring the execution of long-range (5-year) budget plans to fund major programs and services. Assist with the collection of data to allow staff to develop detailed estimates and narrative justifications. Employ cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods in support of Internal Controls, Financial Risk Analysis and Program Analysis. Provide functional expertise in integrated financial resource management, cost management, internal controls, financial risk, and program assessments. As requested, analyze budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives. Assist federal staff in the IC, RM & PA Branch in reviewing the Agency’s annual expenditure plan(s); supporting the Branch as requested for the Mid-Year review and end of year closeout. Support various types of integrated financial resource management, economic and cost analyses, including cost-benefit, business case development, and general cost effectiveness in support of IC, RM & PA Branch taskings. Track past, current, and future expenditures at varying levels (e.g., office, program, and performer) and perform budget analyses on results in support of IC, RM & PA Branch taskings. Provide on-the-job training to more junior contractors on internal budget/financial/accounting procedures as they relate to the IC, RM & PA Branch responsibilities. Assist with accounting and financial activities such as: reconciliations (Federal/NonFederal documents, Cash, Grants, SF 132/133), database entry and query, financial data analysis, researching abnormal balances, advances, Treasury Information Executive Repository (TIER) and accounting period closures as they relate to the IC, RM & PA Branch responsibilities. Assist federal staff by submitting and filing reports and other documentation as needed. Assist the Internal Control, Risk Management and Program Analysis (IC, RM & PA) Branch and the OCFO in developing and managing an Enterprise Risk Management (ERM) program for CWMD, to include development of the annual Operational Risk Register (ORR). Skills Strong understanding of intelligence analysis methodologies and practices. Familiarity with the intelligence community's structure, processes, and key players. Experience with military operations, particularly in relation to special operations forces. Proficiency in signals intelligence (SIGINT) analysis and electronic warfare concepts. Excellent analytical skills with the ability to interpret complex data sets. Strong written and verbal communication skills for effective reporting and presentation of findings. Ability to work collaboratively across teams while maintaining a focus on organizational goals. Detail-oriented mindset with strong problem-solving capabilities.
