Position Overview
The Program Manager (PM) serves as the Contractor’s single point of accountability for the successful execution of Human Resources (HR) Support Services provided to Department of Commerce (DOC) bureaus under this BPA. The PM is responsible for overall program leadership, workforce continuity, compliance with federal HR requirements, and delivery of high-quality HR services across the employee lifecycle.
Key Responsibilities
Program Leadership & Contract Management
Provide day-to-day program oversight and serve as the primary interface with the DOC Contracting Officer (CO) and Contracting Officer’s Representative (COR).
Ensure full compliance with BPA requirements, Performance Work Statement (PWS), and applicable federal HR policies and procedures.
Manage contract performance, schedules, deliverables, staffing levels, and risk mitigation strategies.
Workforce Management & Continuity
Maintain an adequate, qualified workforce to ensure uninterrupted HR services across all supported DOC bureaus.
Oversee recruitment, onboarding, cross-training, and retention strategies to promote workforce stability and continuity.
Rapidly deploy required Labor Categories (LCATs) upon Government request.
HR Service Delivery Oversight
Direct and oversee the delivery of HR services including:
Delegated Examining
Staffing and Recruitment
Classification and Position Management
Pay Setting (non-processing)
Performance Management
Personnel Security and On/Off Boarding
New Employee Orientation and Onboarding
Payroll and Personnel Action Reporting (PAR processing)
Retirement Case Management
Employee Personnel File Maintenance
Workforce Analysis and Strategic Workforce Planning
Major Hiring Initiatives, Job Fairs, and Pathways/Student Hiring Programs
Ensure HR services are delivered accurately, timely, and in accordance with federal standards.
Quality Control & Reporting
Implement and manage quality assurance processes to ensure accuracy, compliance, and continuous improvement.
Review and approve reports, metrics, and data submissions required by the Government.
Monitor service-level performance and proactively address issues before they impact mission operations.
Stakeholder Engagement & Communication
Coordinate closely with DOC bureau leadership and HR stakeholders to understand evolving requirements.
Provide regular status updates, performance briefings, and issue resolution recommendations to the Government.
Serve as escalation authority for HR service delivery issues.
Transition & Risk Management
Lead transition-in and transition-out activities, ensuring continuity of operations and knowledge transfer.
Identify risks related to staffing, compliance, or workload surges and implement mitigation strategies.
Required Qualifications
Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field (Master’s degree preferred).
Minimum of 7–10 years of experience managing federal HR programs or contracts of similar size and complexity.
Demonstrated experience overseeing federal HR services such as delegated examining, staffing, classification, onboarding, payroll/PARs, and retirement processing.
Proven experience managing multi-site or multi-bureau HR operations.
Strong knowledge of federal HR regulations, policies, and lifecycle processes.
Experience managing teams of HR professionals and supporting surge hiring initiatives.
Desired Qualifications
Prior experience supporting the Department of Commerce or other federal civilian agencies.
Experience managing BPA or IDIQ-style task orders.
Professional HR certification (e.g., PHR, SPHR, SHRM-CP/SCP) preferred.
Strong analytical, communication, and stakeholder management skills.
Authority
The Program Manager has full authority to act for the Contractor on all matters relating to work performed under this BPA and is empowered to make staffing, operational, and management decisions necessary to ensure contract success.
