Summer InternTASK FORCE: Health UNIT: Health and Hospitals / Medicaid CONTROL CODE: HTF Intern-26-02 SUMMARY: The Mayor's Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities. The Health + Hospitals/Medicaid Unit is responsible for fiscal oversight and policy coordination for the New York City Health + Hospitals system and the City's Medicaid program. The oversight role involves the ongoing review financial projections and tracking of City expenditures. The unit also monitors financial and programmatic metrics related to Health + Hospitals' ongoing efforts to reduce costs and increase revenues to attain long-term structural balance. The unit also tracks governmental policy changes and regional/industry trends that impact the program operations of health systems and health insurance programs. JOB DESCRIPTION: H+H Headcount, Utilization, and other Programmatic Metrics Analysis: The recipient of the H+H/Medicaid Unit Summer Internship will review H+H Headcount data to interpret staffing trends on both the facility level and the system-wide level. The intern will also review hospital utilization trends to assess both long and short-term changes to hospital usage. In addition, the intern will work with members of the H+H Unit to identify programmatic metrics that would be helpful in assessing hospital utilization trends. H+H Capital Project and Capital Plan Review: The Intern will assist with Capital Certificate to Proceed (CP) memo writing, shadow the Capital Project review process, and assist with budget analysis of Capital Projects. In addition, the candidate will assist with the review of the H+H Capital Plan process, including analyzing commitment rates across H+H facilities and assisting with Capital plan adjustments. Medicaid Analyses: The Intern will assist with the review of Medicaid policy that could affect the Federal, State, and City's Medicaid programs. Other analyses: The Intern will perform ad-hoc analyses and projects on a by-need basis. QUALIFICATIONS: - Excellent oral and written communication skills. - Strong analytical, process and project management skills. - Excellent interpersonal skills with proven ability to work collaboratively and effectively interact with all levels of the organization. - Strong intellectual curiosity and interest in public/health policy. - Very strong technical knowledge of Microsoft Excel. Undergraduate interns must be currently enrolled or accepted into an accredited college or university. Compensation/Duration: Summer Undergraduate Intern $17.50 per hour Internships will run for 10 weeks, from June 1, 2026, to August 7, 2026. The work must be done during the regular workday, 9:30 a.m. to 5:30 p.m. no evenings or weekends. This is a hybrid position with in-person days located at OMB's offices at 255 Greenwich Street.
