Senior Project Manager / Advisory Lead – MUD / TIRZ Infrastructure
A growing civil engineering and infrastructure consulting organization in the Houston region is seeking a Senior Project Manager / Advisory Lead to support and manage public infrastructure programs for MUDs, TIRZs, and other management districts.This is a senior-level, client-facing role focused on serving as an owner’s representative and trusted advisor to quasi-public entities overseeing capital improvement programs. The position will play a key role in guiding roadway, drainage, utility, and public infrastructure projects from planning through execution across multiple districts and agencies in the Greater Houston area.ResponsibilitiesServe as advisor and owner’s representative to MUDs, TIRZs, and management districtsOversee and coordinate capital improvement programs across roadway, drainage, and utility infrastructureManage relationships with public agencies including Harris County, City of Houston, TxDOT, and surrounding municipalitiesLead project scoping, budgeting, scheduling, and delivery oversight for district-level programsReview engineering designs and provide technical input on roadway and drainage impactsSupport consultant coordination across design and construction phasesAssist with infrastructure planning, funding alignment, and district program executionPrepare and present updates to boards, stakeholders, and district leadershipEnsure projects align with regulatory requirements and long-term district development goalsQualifications15–20+ years of civil engineering, infrastructure delivery, or program management experienceStrong background in municipal infrastructure, public works, or district-level advisory rolesPrior experience working with MUDs, TIRZs, or management districts strongly preferredExperience managing complex, multi-stakeholder infrastructure programsBackground working with public agencies and infrastructure approval processes in TexasEngineering degree required (Civil Engineering preferred)PE license strongly preferredStrong understanding of roadway, drainage, and utility infrastructure deliveryExperience in a client-facing, advisory, or owner’s rep capacity highly preferredWhy This Opportunity?Senior-level advisory role with high autonomy and visibilityDirect influence over large-scale public infrastructure programs in the Houston regionOpportunity to work closely with MUDs, TIRZs, and key public stakeholdersFast-growing organization with expanding district-level project portfolioHighly relationship-driven role with long-term impact on regional infrastructure development
