EXECUTIVE OFFICER, OPERATIONS ADMINISTRATION (OPERATIONAL OVERSIGHT AND DEVELOPMENT)

We encourage you to monitor your governmentjobs.com profile and emails for the latest updates.Examples of DutiesDirects the administration of overall policies, programs, and Board relationship for Operations by establishing goals and major priorities, and developing strategies for and resolutions to major issuesProvides direction and management to the business unit's Administration and Financial services group, including the Central Oversight and Analysis unitAdvises the Chief Operations Officer on transit business related matters; formulates policy recommendations for Metro Board of Directors, and attends Board meetings; prepares monthly agendas for committee meetingsWorks with outside agencies and policy makers to secure support for programs and creates partnerships; chairs and serves as a member of inter-departmental and inter-agency committeesDevelops Operations annual budgets, both operating and capital, to ensure compliance with agency's goals, adherence to policies and procedures, and meeting of service needsParticipates in bargaining unit negotiationsComplies with Metro's efficient and effective bill paying standards to ensure project and cost center invoices are paid in a timely mannerReviews unit performance against goals and takes necessary management actions to address deviationsOversees and reviews funding applications for various programsEnsures cooperation and coordination among departments to achieve agency-wide goals and objectivesRepresents Metro in meetings and conferences with public agencies, the private sector, public and corporate officials, and the general publicDirects studies, investigations, and analyses; presents oral and written reports of findings and recommendationsMaintains and updates long-range staffing plans, resource needs, and contingencies to support Metro operationsPrepares and presents reports to executive and management staff, the Board of Directors, and outside agenciesManages transitional duty program and employees for the agencyOversees contract services staff and manages contractsSupervises, trains, mentors, and motivates assigned staffCommunicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for the safety performance of all assigned employeesMinimum QualificationsMay be required to perform other related job dutiesRequiredA combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:EducationBachelor's Degree in Business, Public Administration, Transportation Planning, or a related field; Master's Degree in a related field preferredExperienceEight years of relevant senior management-level experience in business operations in a public or private environment or other comparable transit organizationCertifications/Licenses/Special RequirementsA valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functionsPreferred QualificationsPreferred QualificationsPreferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity.
