Sr. Staff Accountant
DescriptionThe Senior Staff Accountant is responsible for supporting the organization’s financial operations with a focus on grant accounting, compliance, and nonprofit healthcare financial reporting. This position ensures accurate financial reporting, stewardship of restricted funds, and compliance with federal, state, and local regulations, including Oregon Health Plan (OHP/Medicaid) funding requirements. This role partners closely with program leadership and finance staff to ensure grant funds are properly managed, expenditures are allowable, and reporting obligations are met. The position requires strong knowledge of nonprofit accounting, fund accounting, and government grant compliance, along with a commitment to supporting a mission-driven behavioral health organization.Essential FunctionsSupport monthly, quarterly, and annual close processes, ensuring accuracy and timelinessManage grant lifecycle activities, including budget setup, expenditure tracking, revenue recognition, reporting, and closeoutMonitor grant expenditures to ensure compliance with Uniform Guidance (2 CFR Part 200) and applicable federal, state, and local regulationsPrepare and review grant reimbursement requests, ensure invoices are submitted on time, and follow up on any delayed paymentsPrepare and submit financial reports to grantors, including state agencies such as the Oregon Health Authority (OHA)Collaborate with program managers to ensure proper use of restricted funds and alignment with approved budgetsTrack and reconcile multiple funding sources, including Medicaid (OHP), state general funds, grants, and contractsAssist with cost reporting, program-level financial analysis, and audit preparationMaintain documentation to support compliance with Oregon Administrative Rules (OARs) and funding requirementsIdentify and implement process improvements to strengthen internal controls and financial accuracySupport external audits and grant monitoring reviews by preparing schedules and responding to auditor requestsProvide guidance and training to staff on grant compliance, allowable costs, and financial processesAnalyze financial data and provide clear, actionable insights to leadership and non-financial staffRequirementsORGANIZATIONAL RESPONSIBILITIES:Performs work in alignment with BestCare mission, vision, values.Supports the organization’s commitment to equity, diversity, and inclusion by fostering a culture of open-mindedness, cultural awareness, compassion, and respect for all individuals.Strives to meet Program/Department goals and supports the organization’s strategic goals.Adheres to the organization’s Code of Conduct, Business Ethics, Employee Handbook, and all other policies, procedures, and relevant compliance standards.Understands and maintains professionalism and confidentiality per HIPAA, 42 CFR, and Oregon Statutes.Attends required program/staff meetings and completes assigned training timely and satisfactorily.Ensures that any required certifications and/or licenses are kept current and renewed timely.Works independently as well as participates as a positive, collaborative team member.Performs other duties as assigned.QualificationsEducation and/or Experience:Bachelor’s degree in accounting, Finance, or related field required8–10 years of progressive accounting experience, including nonprofit and grant accountingStrong knowledge of GAAP and nonprofit fund accounting principlesExperience managing federal, state, and/or Medicaid-funded grants and contractsFamiliarity with Oregon Medicaid (OHP), OHA reporting, or similar state funding structures preferredExperience supporting audits and regulatory compliance reviewsLicenses And CertificationsCPA or CMA certification a plusPreferredExperience in behavioral health, healthcare, or human services organizationsFamiliarity with cost reporting, encounter-based billing environments, and revenue cycle integrationExperience with nonprofit accounting systems (e.g., Sage Intacct, MIP, NetSuite)Bilingual in English/Spanish a plusRequired CompetenciesStrong understanding of nonprofit accounting, grant compliance, and financial reportingKnowledge of federal grant regulations and Oregon-specific funding requirementsExcellent analytical, problem-solving, and organizational skillsHigh attention to detail and accuracy and ability to continuously update knowledge and understandingStrong interpersonal and communication skills, including ability to explain financial concepts to non-financial staff and to convey complex information clearlyAcceptance And Equal Employment OpportunityBestCare is an equal opportunity employer.
