Calista CorporationRegularJOB SUMMARYThe IT Purchasing & Budget Analyst is responsible for managing IT procurement and ensuring financial accuracy, visibility, and control over technology spend. This role serves as a central control point for IT purchasing, ensuring alignment with budgets, contracts, enterprise standards, and compliance requirements.The Analyst supports budgeting planning, forecasting, and reporting while enforcing procurement discipline, cost optimization, and vendor standardization across a multi-entity environment.ESSENTIAL FUNCTIONSProcurement, Vendor Management & Spend ControlImplement and support adherence to IT procurement processes, standards, and financial controls.Serve as a primary reviewer for IT purchasing, ensuring alignment with budgets, contracts, and technology standards.Review and process procurement requests; escalate or deny non-compliant purchases.Manage the procurement lifecycle of IT procurement, including hardware, software, licenses, and services.Obtain vendor quotes and assist with renewals and pricing discussions to ensure competitive pricing.Ensure compliance with contracts, licensing agreements, and company standards.Track and manage software subscriptions, renewals, and true-ups.Identify and recommend vendor consolidation and cost optimization opportunities.Coordinate with IT stakeholders to validate technical requirements prior to purchase.Budgeting & Financial ManagementSupport IT budget development, forecasting, and variance analysis.Monitor and maintain accurate tracking of IT spend, including actuals against budget.Validate procurement requests against approved budgets.Maintain alignment between CAPEX and OPEX allocations.Identify and recommend cost-saving initiatives, including license and contract optimization.Assist in developing business cases and financial justifications for IT investments.Prepare financial reports, analysis, and summaries for management review. for.Asset, Reporting & Audit ReadinessMaintain accurate records of IT assets, purchases, contracts, and associated costs.Ensure procurement activities are properly documented and audit-ready.Partner with IT Asset Management and Service Desk teams to ensure alignment between purchased and deployed assets.Provide reporting on IT spend by category (e.g., software, hardware, cloud, services).Support internal and external audits by maintaining documentation aligned policies and compliance frameworks (e.g., NIST, CMMC).Governance & Cross-Functional SupportCollaborate with Finance, IT, Cybersecurity, and Architecture teams to ensure alignment on spend and standards.Support governance processes (e.g., Technology CCB, ARB) by providing cost analysis, and procurement validation.Ensure procurement decisions align with security, compliance, and architectural standards.Track key decisions, financial impacts, and action items through completion.Support consistent procurement and financial practices across the organization.SUPERVISORY FUNCTIONS:This position does not have supervisory responsibilities.KNOWLEDGE, SKILLS, & ABILITIES:Knowledge of IT procurement processes, financial controls, and budgeting principles.Knowledge of IT hardware, software licensing models, SaaS environments, and cloud-based services.Working knowledge of vendor management practices and basic contract terms.Familiarity with IT asset management (ITAM) concepts and lifecycle management.Knowledge of documentation requirements to support audits and compliance activities.Strong analytical and problem-solving skills, with the ability to interpret financial data and identify trends, variances, and cost-saving opportunities.Ability to manage multiple priorities and deadlines in a fast-paced, multi-entity environment.Ability to review procurement requests and apply established policies and procedures.Effective organizational skills with strong attention to detail and accuracy.Proficiency in Microsoft Excel and data analysis tools; ability to develop reports and dashboards (e.g., Power BI).Ability to work with ERP, procurement, and IT service management (ITSM) systems.Strong communication skills, with the ability to present financial and procurement information clearly to technical and non-technical stakeholders.Ability to collaborate effectively across departments, including Finance, IT, and vendor partners.Ability to maintain confidentiality and handle sensitive financial and contractual information.MINIMUM QUALIFICATIONS:Bachelor's degree in Business, Finance, Information Systems, or a related field.Three (3) years of experience in IT procurement, purchasing, financial analysis, or related roles.Experience supporting budgets, forecasting, and financial reporting.Familiarity with IT hardware, software licensing models, and SaaS environments.Strong analytical skills, including experience with Excel and/or Power BI.Experience working with procurement or financial systems (e.g., ERP, ticketing tools).Valid state driver's license and ability to meet Calista's Driving Policy requirements.Ability to pass background, drug, driving, and reference screening.Preferred Qualifications:Experience in enterprise, government, or regulated environments.Familiarity with ITSM or project management tools (e.g., EasyVista, Jira, or similar).Understanding of IT asset management (ITAM) practices.Experience with vendor management and contract negotiation support.Experience supporting cloud cost management (Azure preferred).PREFERENCE STATEMENTPreference will be given to Calista shareholders and their descendants and to spouses of Calista shareholders, and to shareholders of other corporations created pursuant to the Alaska Native Claims Settlement Act, in accordance with Title 43 U.S. Code 1626(g).EEO STATEMENTAdditionally, it is our policy to select, place, train and promote the most qualified individuals based upon relevant factors such as work quality, attitude and experience, so as to provide equal employment opportunity for all employees in compliance with applicable local, state and federal laws and without regard to non-work related factors such as race, color, religion/creed, sex, national origin, age, disability, marital status, veteran status, pregnancy, sexual orientation, gender identity, citizenship, genetic information, or other protected status.
