E--Logic is seeking an experienced Program/Project Manager II to support the Naval Surface Warfare Center Philadelphia Division (NSWCPD) in delivering mission-critical Interior Communications (IC) Data Networks support for U.S. Navy surface fleet programs. This role provides leadership and oversight for technical, operational, and lifecycle support efforts involving shipboard HM&E and navigation networks, cybersecurity initiatives, and engineering modernization projects supporting DDG-51 and other naval platforms. This role will be 4 days onsite and 1 day remote.Key ResponsibilitiesLead overall program and project execution supporting Navy IC Data Network initiatives.Manage project schedules, budgets, staffing plans, deliverables, and subcontractor coordination.Provide strategic oversight for engineering, cybersecurity, lifecycle sustainment, and fleet support activities.Coordinate with NSWCPD Codes 542 and 543, government stakeholders, technical teams, and subcontractors.Support system integration, modernization, testing, troubleshooting, and sustainment initiatives for shipboard networks and associated systems.Participate in technical reviews, program reviews, technical exchange meetings (TEMs), and systems engineering activities.Monitor contract performance, risks, milestones, and resource allocation to ensure successful execution.Support compliance with cybersecurity, RMF, security clearance, and operational requirements.Prepare and review project documentation, reports, schedules, and status updates.Coordinate travel and field support activities for CONUS and OCONUS operations.Required QualificationsSecret Clearance is mandatory.Bachelor's degree in Engineering or Business from an accredited college or university.Minimum of 10 years of Program/Project Management experience.Experience managing contracts and subcontracts, budgeting, planning, estimating, scheduling, and project execution.Demonstrated ability to formulate and direct technical approaches and coordinate resources across government and contractor organizations.Experience supporting DoD, Navy, or federal programs preferred.Strong leadership, communication, and stakeholder management skills.Preferred QualificationsExperience supporting shipboard systems, HM&E networks, or Navy modernization programs.Familiarity with systems engineering processes and lifecycle sustainment.Experience supporting cybersecurity and RMF compliance initiatives.PMP certification preferred.Important NoticeThis role is part of a proposal for the Naval Surface Warfare Center Philadelphia Division (NSWCPD).
