We’ll enable growth and progress together.The Technology Governance and Delivery Lead is a senior-level position responsible for establishing and implementing new or revised application systems and programs in coordination with the Technology team. The overall objective of this role is to lead application systems analysis and programming activities while ensuring strong governance, delivery discipline, and stakeholder alignment.ResponsibilitiesPartner with multiple management teams to ensure appropriate integration of functions to meet goals, as well as identify and define necessary system enhancements to deploy new products and process improvementsResolve a variety of high-impact problems and projects through in-depth evaluation of complex business processes, system processes, and industry standardsProvide expertise in area and advanced knowledge of applications programming, ensuring application design adheres to the overall architecture blueprintUtilize advanced knowledge of system flow and develop standards for coding, testing, debugging, and implementationDevelop comprehensive knowledge of how areas of business—such as architecture, infrastructure, and operations—integrate to accomplish business goalsManage the technology risk and controls portfolio, ensuring adherence to SDLC controls, regulatory requirements, and internal policiesAppropriately assess risk when business decisions are made, demonstrating particular consideration for the firm’s reputation and safeguarding Citigroup, its clients, and its assetsHelp scrum teams maintain focus on delivery commitments, prioritizing high-quality outcomes while balancing governance and risk expectationsProvide in-depth analysis with interpretive thinking to define issues and develop innovative, sustainable solutionsServe as advisor, coach, and mentor to mid-level developers and analysts, allocating work as necessary and promoting knowledge sharingDrive transparent escalation, management, and reporting of control issues and delivery risksBuild and maintain strong relationships with stakeholders across business, technology, risk, and compliance through effective communication and collaborationRecommended Qualifications6–10 years of relevant experience in application development or systems analysis rolesExtensive experience in system analysis and hands-on programming of software applicationsStrong technical knowledge and practical experience with Python, Java, and OracleDemonstrated experience managing and implementing successful technology projects in complex environmentsSubject Matter Expert (SME) in at least one area of applications developmentProven ability to manage competing priorities and adjust quickly as circumstances dictateDemonstrated leadership, delivery ownership, and project management skillsStrong stakeholder management capabilities with a versatile personality and excellent communication and people skillsConsistently demonstrates clear, concise, and effective written and verbal communicationEducationBachelor’s degree / University degree or equivalent experienceMaster’s degree preferredThis job description provides a high-level review of the types of work performed.
