EMPLOYEE’S MUST RESIDE WITHIN THE CITY OF PEORIA
DEPARTMENT: COMMUNITY DEVELOPMENT
LOCATION: City Hall, 419 Fulton Street
HOURS: 8:00 a.m. – 5:00 p.m. Monday through Friday
SUMMARY: The position provides complex administrative support to the Community Development Department and assists on projects and programs related to Neighborhood Development, Grants Management, Code Enforcement, Building Safety, and Planning and Zoning. The entry level position is ideal for a candidate looking to get exposure to local government and, more specifically, the functions of the Community Development Department. An ideal candidate would have strong customer service skills, the ability to function in a fast-paced environment and represent the City of Peoria to the public in a professional manner. The position provides assistance and coordination in the prosecution process of City ordinance violators; provides customer service to the general public, and outside organizations and agencies regarding City codes, policies, standards, and processes and helps coordinate the non-owner property registration to include enforcement action.
Examples of Duties
ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)
¨ Provides clerical assistance for the administrative adjudication process.
¨ Receives and processes non-owner occupied registrations and complaints of non-compliance, researches non-compliance and issues hearing notices for violators.
¨ Assists the administrative adjudication process to include: creating and mailing hearing notices, processing fines and fees, monitoring failure to pay, preparing information for collection and enforcement efforts, and filing liens.
¨ Files and processes liens for the City of Peoria and works with various other agencies on collection mechanisms.
¨ Files and processes bills related to the costs associated with correcting city ordinance violations.
¨ Processes demolition cases to include ownership research and preparation of notices of dangerous buildings.
¨ Collects, maintains, tallies and prepares statistical information related to the administrative adjudication process.
¨ Answers telephones, takes messages, screens calls, provides information to callers, receives citizen complaints, and directs calls and messages to appropriate person.
¨ Interacts with a variety of high level individuals, both internally and within the community to provide information and assist in resolving administrative issues.
¨ Prepares complex, routine and non-routine reports as requested; receives, sorts, and summarizes material for the preparation of reports; prepares work reports; relays and interprets administrative decision, policies and instructions.
¨ Provides responsible secretarial and administrative work. Interacts with a variety of high level individuals, both internally and within the community to provide information and assist in resolving administrative issues.
¨ Takes, transcribes and distributes minutes and notes from a variety of sources.
¨ May deal with sensitive and confidential personnel matters at the direction of the department director.
¨ Performs other related duties as assigned.

Minimum Qualifications
Associates degree or equivalent from an accredited two-year college or technical school; minimum typing speed of 45wpm; and one to three years of related experience required. Any equivalent combination of education, training and experience, which provides the required knowledge, skills and abilities to perform the essential functions of the job, considered.

PENSION PROGRAM: Illinois Municipal Retirement Fund (IMRF): Ten years required for vesting. IMRF Death Benefit – Annual Salary after 1 year's service. IMRF Disability Benefit – 50% of Salary up to 30 months after 1 year's service.

SICK LEAVE: 6.67 hours per month earned. No limit on total days accumulated.
PERSONAL LEAVE: Earn 2.67 hours per month.

HOLIDAYS: 10 Paid Holidays per year.
MEDICAL/DENTAL INSURANCE: Coverage effective first day of the next month following completion of one calendar month of employment. Members may opt out of the City's insurance program with proof of other coverage – coverage for dependents is optional. The City of Peoria Health Insurance offers two (2) plan options for coverage. Bi-weekly premiums for AFSCME employees depend on which plan is selected. On your hire date, you will meet with City's Patient Advocate to receive detailed information on the plans and the appropriate premium cost. Depending on plan selection, you can enroll in the Flexible Spending Program (FSA) or Health Savings Account (HSA).
