Manufacturing sites include Chocolate Bayou Works (Alvin, TX), Battleground Manufacturing Complex (La Porte, TX), and Carson, (Carson, CA), with a division office in League City, TX.The Carson, California plant – located 25 miles south of Los Angeles – began producing polypropylene in 1999. The Carson polypropylene facility is the largest single commodity exporter on the West Coast, and the second largest plastics exporter in the U.S. The Carson plant has the logistical advantage of dispatching products to customers directly from the facility via several delivery modes: railcar, bulk truck and packages. Less than ten miles from the port of Long Beach, the facility generates high-volume export business for INEOS Olefins & Polymers USA.Purpose of the jobThe Manager, Maintenance & Engineering is responsible for the safe and efficient planning and execution of routine maintenance services, turnaround/CAPEX planning and execution, equipment inspection and integrity services, reliability strategy and services, materials management and the management of the onsite maintenance contractors. This role reports to the Site Manager, Carson.Accountabilities of the job: The position is accountable for understanding and putting into practice the INEOS 20 Principles. Additionally, the Manager has a special responsibility to cascade the understanding of these principles through their team.Accountability 1: Meet all SHE objectives and comply with all governmental laws and policies for a manufacturing site.Most important activities:Ensure maintenance activities are carried out in a manner compliant with Carson SHE policies, IGGN requirements, and CalOSHA regulationsDevelopment/implementation and monitoring of a comprehensive inspection & integrity program that is compliant to all governmental regulations and internal company policiesImplementation and monitoring of a comprehensive SHE training program to meet OSHA requirements and skill training to ensure competency of workforceAdhere to the SHE management system established for the site including participation in reporting, incident investigations, sharing of lessons learned, corrective action tracking and personal training on Incident Command in support of Incident Management SystemAccountability 2: Delivery of Reliability/Availability targets for the site.Most important activities:Develop/implement and execute a comprehensive reliability/availability strategy for the siteEnsure measurement system is in place to for tracking reliability/availability and causes for deviation understood by the organizationEnsure resources are committed to completing and follow up on root cause failure analysisEnsure an appropriate spares management system is in placeAccountability 3: Maintaining mechanical integrity of assets and protective systems.Most important activities:Adherence to API, ASME, ANSI, and California standards and industry practicesWorking knowledge of industry standards and emerging trendsAudit compliance with PS/IM standard and take corrective action as necessaryMaintain asset condition per INEOS Asset Care guidelinesAccountability 4: Ensure adequate cost controls are in place to allow the site to meet its financial obligations.Most important activities:Develop an annual Maintenance budget plan and ensure it is understood by the organizationMonitor performance vs. plan and investigate deviations, taking corrective action when necessaryEnsure appropriate priorities are established for work, work is planned and estimated and actual costs vs. estimates are reviewedWork with procurement manager to optimize warehouse stock, spares obsolescence, and materials ordering processAccountability 5: Development of people in the Maintenance and Engineering organizationMost important activities:Ensure alignment and clarity of roles including expectations around performanceDetermine developmental needs of maintenance and engineering group and execute plan to provide training and development as requiredEnsure a performance management process is in place and that performance is reviewed on a periodic basis and corrective action is taken when appropriateEnsure that human resource policies are followed and the organization is in compliance with legal requirements regarding Ineos employees and our relationship with contractorsAccountability 6: Technology/CAPEX Leadership for CarsonMost important activities:Ensure alignment with INEOS O&P engineering authorities and Carson engineering teamDevelop and manage CAPEX execution process (including budgeting) for Carson in conjunction with O&P CAPEX groupManage and ensure compliance with site engineering policies, procedures, and design guidelinesAccountability 7: Contractor ManagementMost important activities:Manage embedded contractor relationships including: staffing, budget, and annual reviewsManage outside support contractors for I/E, Civil/Structural, Inspection, FEL Design, and others as needed. Work with procurement to document and provide follow up on contractor performance, obtain waivers as requiredManage site approved manufacturers/vendor list; including vetting quality of repair shops as necessaryRequired Education, Experience, And SkillsBachelors degree in engineering, technical or related field preferred. At least 7 years experience in refining and/or petrochemicals manufacturing, commercial, and technology roles. Most Important Skills & KnowledgeTechnical skillsDemonstrated and verifiable experience managing a diverse, multi-functional team in a manufacturing, or related, environment. Prior maintenance/reliability team experience would be a plus. Proven willingness and ability to effectively serve and function on a leadership team.
