Public Realm Operations Manager
To apply, either use LinkedIn's application system or email your resume and letter of interest to Mike Rieger at mike@theeastcut.org.Position Overview Reporting to the Deputy Director, the Public Realm Operations Manager will lead the full suite of public realm enhancements provided by The East Cut Community Benefit District and play an active role in the organization’s placemaking and activations. This role involves leveraging public and private spaces to create vibrant, inclusive, and welcoming environments that engage residents, workers, and visitors. The Manager will be directly responsible for managing the contractors of The East Cut CBD in the performance of neighborhood clean and safe services, park and open space maintenance, neighborhood street tree maintenance, and other vendors for related services that may arise. The Manager will collaborate closely with property owners, managers, and community stakeholders to ensure the district thrives as a hub of activity and connection. Key Responsibilities Public Space Maintenance and Safety Manage and oversee clean and safe operations to ensure public spaces are well maintained, accessible, and inviting. Walk the district regularly to identify problems requiring response, develop and maintain a punch list of issues, and work with service providers and the community on solutions. Monitor and address public realm challenges, such as cleanliness, safety, and infrastructure needs, in partnership with relevant teams. Work with security providers, City departments, and other entities to uphold a welcoming environment. Respond to constituent requests for information via phone or email, providing accurate, up-to-date information on any right-of-way issue. Oversee the contracted Operations Managers for The East Cut Neighborhood and The Crossing at East Cut to plan and execute clean and safe services in their respective coverage areas. Vendor Management and Accountability Manage public realm vendors providing neighborhood cleaning, safety, dispatch, street tree, parks, sidewalk landscaping, and public realm maintenance. Ensure all services meet and exceed the requirements outlined in The East Cut’s Management Plan and per contracts between The East Cut CBD and service vendors. Perform regular evaluations of services, including neighborhood surveys, third-party independent evaluations, and staff audits. Annually negotiate service rates with service providers. Review vendor reports on services provided to check for accuracy and make improvements to services and/or contracts when needed. Reporting and Communications Coordinate with the Communications Manager to develop regular neighborhood reports that effectively communicate the impact of The East Cut CBD’s services. Produce required reports for the City and County of San Francisco and other government entities or public agencies as requested. Communicate with The East Cut’s stakeholders (via MailChimp and other channels) on issues that have significant district impact, such as street closures, events, security alerts, and protest activity. Stakeholder Leadership Build and maintain strong relationships with property owners, managers, business operators, and local stakeholders to align operational goals with district priorities. Serve as a liaison between The East Cut and community partners to identify opportunities for collaboration and shared programming. Advocate for the district’s mission with local government, nonprofits, and other organizations. Placemaking and Activation Implement strategies to activate public and private spaces, enhancing the vibrancy and appeal of the district. Plan and execute creative programming and events that draw diverse audiences and foster community engagement. Collaborate with artists, designers, and local organizations to introduce public art, cultural installations, and interactive placemaking interventions. Leadership and Team Management Lead a team responsible for clean and safe operations and stakeholder relations. Mentor and manage staff, fostering a culture of collaboration, creativity, and excellence. Work closely with the executive team to align activation goals with the district’s broader mission and strategic plan. Mentor programming and events staff on budget management and strategic planning to achieve goals. Program Development and Management Participate in the conceptual development of year-round programming, events, and activations tailored to the district’s audience. Analyze program effectiveness and make data-driven decisions to improve future initiatives. Complete other tasks and projects as assigned at the discretion of the Executive Director. QualificationsEducation and Experience Ideal candidates will have a Bachelor’s Degree and a minimum of 4 years of experience in property management or large-scale cleaning and maintenance program management. Bachelor’s degree in public administration, event management, property management, real estate & community development, or a related field. 4+ years of experience in managing operations and maintenance contracts, placemaking, urban activation, programming, or related roles, with a proven track record of success. Experience managing teams, budgets, and stakeholder relationships. Skills and Competencies Exceptional project management skills with the ability to juggle multiple priorities and meet deadlines. Strong interpersonal and communication skills, with the ability to inspire, build partnerships, and advocate effectively. Manager with a strong understanding of placemaking principles, urban design, and public programming. Creative thinker with the ability to develop innovative solutions and programming that reflect the unique character of the district.
