Summary of ResponsibilitiesThe Gateway Development Commission (GDC) is seeking an experienced professional to serve as Deputy Director of Architecture and Planning. This position will be responsible for designing, implementing and overseeing complex IT infrastructure and software platforms, and balancing business requirements with technical policies to create secure, scalable and efficient systems for the Hudson Tunnel Project (HTP). Reporting to Deputy Chief Administrative Officer (Information Technology), this role will help define the technical vision, create roadmaps and choose software stack to optimize performance within an Azure stack. Essential Functions Defining and governing a multi-year cloud strategy for GDC, leveraging Azure and third-party platforms to ensure scalability, cost efficiency, operational excellence, and alignment with enterprise architecture standards.Architecting and overseeing advanced hybrid networking solutions, including “Zero Trust” connectivity between core and remote systems, to ensure secure, resilient, and high-performing integration across interconnected platforms with minimal latency.Developing, maintaining, and governing enterprise-wide technical architecture, including system, infrastructure, network, and software platform blueprints, ensuring cohesive design, scalability, and alignment with GDC’s strategic roadmap.Leading Windows modernization efforts, including the implementation and optimization of Azure Virtual Desktop environments, to support high-performance computing, scalability, and operational resiliency across the organization.Establishing and coordinating data orchestration strategies, including the development of data pipelines that aggregate and normalize operational data across multiple enterprise systems to support reporting, analytics, and decision-making.Translating business and stakeholder requirements into technical specifications and actionable architecture solutions, ensuring alignment between operational needs and technology delivery.Evaluating, selecting, and integrating infrastructure technologies and platforms, while providing strategic oversight to ensure compatibility, performance optimization, and alignment with GDC’s business goals.Implementing and enforcing security and performance standards across systems and infrastructure, including the development of protocols and controls to mitigate risks, prevent breaches, and ensure compliance with governance requirements.Coordinating with internal departments, external vendors, and stakeholders to guide implementation of best practices, ensure consistency across platforms, and support cross-functional technology initiatives.Maintaining comprehensive documentation of system architecture, integrations, security controls, and operational procedures to support audit readiness, governance requirements, and ongoing system maintenance.Job RequirementsBachelor’s degree in Computer Science, Information Technology, Engineering, or a related field from an accredited college/university.Minimum of 10 years of experience in system administration, software engineering, network engineering, or enterprise architecture rolesStrong expertise in Azure cloud computing, networking protocols, and enterprise infrastructure. Must be able to design, evaluate, and optimize complex, integrated technology environments across multiple platformsExperience designing and implementing scalable system architectures, including hybrid cloud and on-premise integrationsExperience with enterprise system integration, including platforms such as Kahua, Primavera P6, or similar large-scale project management systemsStrong understanding of identity and access management, including Azure Entra, and governance frameworks aligned with security and compliance requirementsExperience with Cisco/Meraki networking, including firewalls, TCP/IP, and secure network design, combined with the ability to review and interpret system architecture, integrations, and infrastructure performance metricsProficiency in architectural design patterns and modeling tools (e.g., UML), along with experience establishing data integration strategies and orchestrating data pipelines across multiple platformsStrong analytical and strategic thinking skills, with the ability to assess long-term technology impacts, risks, and alignment with organizational objectives, and effectively communicate complex concepts to non-technical stakeholdersDeep knowledge of Azure Virtual Desktop (VDI) environments and virtualization strategies, with experience managing vendors and overseeing third-party technology providersExperience supporting large-scale infrastructure or public sector environments, including transportation or tunneling systems, is preferredRelevant industry certifications (e.g., Azure Solutions Architect, CISSP, TOGAF) are preferredCompensation & BenefitsCompetitive SalaryMedical, Prescription, Dental, Vision Benefits subject to employee contributionsMedical and Dependent Care Flexible Spending AccountsLife InsuranceCommuter Benefits401(a) Retirement Plan (6% of employee’s salary funded by GDC) 457(b) Retirement Plan – (Roth or Pre-Tax Salary Contributions Elected by Employees)Earned Vacation (20 days per year) and Sick Time (12 days per year) Paid holidaysProject BackgroundThe Hudson Tunnel Project (HTP) is the most urgent passenger rail infrastructure project in America. It involves constructing a nine miles of new passenger rail track, including a new two-track tunnel under the Hudson River connecting New Jersey to New York Penn Station, and the full rehabilitation of the existing 116-year-old North River Tunnel. The project will create operational flexibility and rail network redundancy to finally deliver reliable transportation to hundreds of thousands of daily commuters.The HTP is the cornerstone of the Gateway Program, a comprehensive rail investment program that will modernize rail travel and create new capacity for the most congested section of the Northeast Corridor. The Gateway Development Commission (GDC) is the bi-state public authority charged with delivering the HTP. GDC is governed by a seven-member Board appointed by Amtrak, New Jersey, and the New York State Department of Transportation.
