Civil Engineer
Position Summary
Under the supervision of the City Engineer, the Civil Engineer performs administrative and professional engineering duties associated with the Engineering Division. The employee in this position is responsible for the supervision of the development of designs, plans and specifications for city public works projects. The position will supervise contract administration, construction and major maintenance work requiring engineering review.
Essential Functions
Develops plans, designs, and specifications for city public works projects;
Supervises contract administration and construction inspection of city public works projects;
Prepares and updates City construction specifications and design standards;
Prepares cost estimates of proposed public works projects;
Prepares Requests for Proposals for various public projects;
Assists with GIS Mapping tasks;
Interprets Subdivision Regulations and City Code and communicates such with developers and citizens;
Interprets MUTCD and traffic engineering data & performs traffic engineering analysis of local conditions, including temporary traffic control for construction & maintenance projects;
Gives technical advice concerning engineering of construction and maintenance projects for other divisions and departments;
Reviews development plats and construction drawings for compliance with city regulations;
Maintains bridge files and manages necessary repairs and replacement;
Writes technical reports and analyzes data;
Provides public presentations as needed;
Reviews Drainage Plans and Storm Water Pollution Prevention Plans;
Assists with preparation of the City’s Capital Improvement Program and maintenance of the CIP documents;
Assists with compliance of City Storm Water Management Plan for NPDES permit.
Marginal Functions
Assists with department budgeting;
Other related duties as deemed necessary or required.
Experience: Minimum of 2 years as a professional engineer in a technical and administrative capacity similar to or of a municipal public works nature. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well after one year in the position.
Education: College degree in Civil Engineering.
Certifications/Licenses: Possession of a valid driver’s license is required; Registered Professional Engineer in the State of Kansas is preferred. The following certifications must be obtained within 1 year of employment: KDOT Construction Stormwater Training, KDOT Inspector Training, KDOT Traffic Control Inspection Training, KDOT Utilities Field Training. Additional education or certification as approved or determined by the department head could result in a regular stipend to employees’ salary.
Skills: Thorough knowledge of principles and practices of civil engineering. Thorough knowledge of federal, state and city codes, laws, rules, and regulations relative to municipal public works. Ability to prepare clear and concise reports. Ability to operate survey equipment.
Problem Solving: Frequent problem solving exists in this position. Problems include design and planning of municipal public works projects, working with contractors and property owners during construction of public works projects.
Decision Making: Frequent decision making in determining technical decisions and engineering problems and construction computations, estimates, designs, plans, and specifications.
Accountability: Employee is responsible for assuring compliance with plans, specifications, and codes and does participate in the annual department budget process.
Supervision: Supervision is provided by and job-related decisions are reviewed by the Director of Public Works. Employee has supervisory responsibility over subordinate technical and semi-skilled personnel.
Personal Relations: Frequent contact with other city employees, contractors, engineers, and the public.
Working Conditions: Adverse conditions may exist during on-site review of public works projects.
