Assists Dallas County, other local municipalities, and partner organizations in emergency planning, training, and exercise.Assists with the writing, updating, and reviewing of Dallas County ESFs, SOPs, SOGs, and other County plans. Assists with the development of all-hazards plans. Works with County departments to update and draft their department continuity of operations (COOP) plans. Supports, exercises, and plans with the State, County, and private sector partners (such as SPCA) to recruit and train a volunteer county-wide animal rescue team (CART) to dispatch to major emergencies to assist Dallas County residents and their pets during times of emergency. Works with a team to focus on rescuing, sheltering, and protecting domestic animals during an emergency. Supports and collaborates with municipalities, county departments, partner agencies and other established volunteer groups (American Red Cross, Community Emergency Response Team, Medical Reserve Corps, Sheriff's Auxiliary, etc.) to establish a Dallas County Volunteer Organizations Active in Disasters (VOAD) to activate during major emergency events and/or as needed. Works as a team to establish a volunteer reception center (VRC) to provide training, credentials, equipment and manage identified volunteers; recruits and directs to other volunteer programs. Serves as a duty officer to ensure continuous support and operational readiness. Serves in the EOC (Emergency Operation Center) or designated location during times of disaster or emergency. Performs other duties as assigned.Education, Experience and Training: Education and experience equivalent to a Bachelors degree from an accredited college or university in Emergency Management, Planning, Business/Public Administration, or other job-related field of study. Three (3) years of professional work-related experience in emergency management, public administration, emergency response or other related field, to include professional training experience. Skilled in the use of standard software applications (Microsoft Word, Excel, Power Point, Outlook). Ability to effectively communicate both verbally and in writing, and establish and maintain effective working relationships with employees, departments, and the general public. Must possess a valid Texas Driver's License, with a good driving record. Must be able to visit off-site work locations. Special Requirements: Skilled in the use of standard software applications. This position requires completion of specific training and certification, which will be assigned at the discretion of the Chief. Must reside in or be willing to relocate to Dallas County. Physical/Environmental Requirements: Ability to stand, walk, sit, and move for extended periods of time. Work may involve exposure to various environments. The department operates 24/7.
