Program Management Analyst

Synectic Solutions is seeking a highly skilled and detail-oriented Program Management Analyst to support PMA 251 Foreign Military Sales (FMS) Team Lead/Deputy Team Lead, managing all aspects of the Future French Carrier (FFC) Aircraft Launch and Recovery Equipment (ALRE) FMS Case. The ideal candidate will leverage U.S. Navy experience with Electromagnetic Aircraft Launch System (EMALS) and Advanced Arresting Gear (AAG) to deliver technical expertise, facilitate program meetings, and ensure compliance with all relevant policies and procedures.Salary Range: $115k -$150kResponsibilitiesManage all aspects of the FFC ALRE FMS Case by supporting the PMA 251 FMS Team Lead/Deputy Team LeadProvide EMALS and AAG technical expertise and lessons learned based on U.S. Navy experienceFacilitate Working Group meetings: develop agendas, lead technical/cost/schedule discussions, and publish meeting minutesManage and track action items; develop responses for PMA 251 actions and review all responses for compliance with Technology Transfer Security Assistance Review Board (TTSARB) policyPeriodically review TTSARB policy based on technology assessments and recommend changes as warrantedReview NAWCADLKE funding execution and provide recommendationsLead Pricing and Availability Rough Order of Magnitude (ROM) estimating efforts for all program acquisition phases through 2038Support the development of the FFC case in the Defense Security Assistance Management System (DSAMS) and develop documentation to enable PMA 251 interaction with the Navy International Program OfficeDevelop and manage the Plan of Action & Milestones (POA&M) and Integrated Master Schedule (IMS)Develop the FFC acquisition strategy, gain approval from the French Ministry of Defense, and author updates to EMALS and AAG acquisition documentationPrepare contract packages, including Contract Data Requirements Lists (CDRLs), Statement of Work (SOW), DD254, etc., for General Atomics’ FFC FMS Case supportRequirements:U.S. Citizen with an active Secret ClearanceBachelor’s degree in engineering, business, or related fieldMinimum 15 years of experience in U.S. Navy ALRE systems, Foreign Military Sales, or related defense acquisition programs and recognized industry leaderDemonstrated expertise with EMALS and AAG systemsExperience facilitating technical meetings and managing complex action itemsExperience U.S. Navy international program processesProven ability to develop acquisition strategies and manage large-scale defense programsExcellent written and verbal communication skillsPreferred QualificationsExperience working with international defense partners, especially the French Ministry of DefensePrior experience with NAWCADLKE funding and program executionFamiliarity with General Atomics contract support and documentation requirementsPMP or DAWIA certificationWhat Your Experience Working For Us Will Be LikeAsk any of our employees and they will tell you SSI is a great place to work with an upbeat and positive culture.
