Project Manager

Overview: The Project Manager (PM) will contribute their program and budget analysis expertise to support the Joint Resource Program Review, VCNGB Programming and PBR Requirements, CNGB Priorities Funding Requirements, Issue Papers, Strategic Priorities, Program and Budget Review, Resource Management Decisions review, and Unfunded Priority Lists. The PM will also align their focus to one POM (alternating with another analyst) for continuity and effective program management. Key Responsibilities: Provide program and budget analysis expertise supporting various aspects of the Joint Resource Program Review. Support VCNGB Programming and PBR Requirements, ensuring alignment with CNGB priorities and strategic objectives. Develop and review Issue Papers, Strategic Priorities, Resource Management Decisions, and Unfunded Priority Lists. Alternate focus with another analyst on POM for continuity and comprehensive program coverage. Act as a key advisor in program and budget development, analysis, and review as performed by the Army, Air Force, Joint Staff, OSD, or NGB JS. Engage in high-level analysis, coordination, planning, writing, and presenting at the executive level in a senior-level organization. Qualifications and Certifications: Security Clearance: Top Secret Clearance (Sensitive Compartmented Information (SCI) eligible). Education: MA/MS Degree required. Technical Skills: Proficiency in MS Office Suite (Excel, Word, PowerPoint, Teams, SharePoint, etc.) and ETMS2. Certifications: Certified Defense Financial Manager (CDFM) DoD FM Certification Project Management Professional (PMP) preferred. Experience: Extensive experience as a senior action officer within OSD, Joint Staff, Service HQ, or NGB, with a strong background in executive-level analysis, coordination, planning, writing, and presentation. Retired senior field grade officer preferred. Deep knowledge and experience in program and budget development, analysis, and review, particularly within the Army, Air Force, Joint Staff, OSD, or NGB JS. Familiarity with the National Guard (NG), National Guard Bureau (NGB), and associated processes. Proven experience in Advisory and Assistance Services Project Management.
