Senior Manager - Contracts Administration

Armand Corporation, an award-winning M/WBE Construction Management firm celebrating over 33 years in the industry, is seeking a full-time Construction Senior Manager - Contracts Administration for a federal construction project related to complex rail, transit, and other transportation projects in NY & NJ. The ideal candidate has 10 or more years of experience in contract management, client relations, and negotiations for large-scale projects, preferably relating to construction, as well as a Bachelor's Degree from an accredited college or university with a major in Accounting, Engineering, Public Administration, or a related field. This position will be full-time, hybrid. Candidates are expected to live in or near the New York metropolitan area. JOB RESPONSIBILITIES include, but are not limited to, the following: Oversee the procurement process for professional and general services while following federal guidelines. This includes developing, soliciting, negotiating, evaluating, awarding, and managing multiple contracts effectively. Manage vendor evaluations and selection, negotiate contracts, communicate with vendors, and maintain documentation in line with client's checklists and policies. Guide staff and stakeholders on procurement strategies, methods, and requirements. Lead in drafting, reviewing, and negotiating contracts and procurement documents. Head negotiations and the preparation of supplementary agreements like modifications and change orders, covering scope, pricing, and contract closeout. Review change orders and cost proposals for compliance, perform cost analysis, and develop negotiation strategies. Execute tasks using ERP system and maintain accurate contract records. Prepare ad-hoc reports and updates as needed. Support audits of procurement files to ensure regulatory compliance and identify improvement areas. Facilitate communication between internal teams and external parties. Help resolve contract-related issues and stay updated on relevant laws and industry trends. QUALIFICATIONS include, but are not limited to, the following: Bachelor’s Degree in Accounting, Engineering, Public Administration, or a related field; advanced degree preferred. At least 10 years of experience in contract management, client relations, and negotiations for large-scale projects, preferably relating to construction. Skilled in independently negotiating complex contractual issues. Proven ability to manage and direct work in complex situations. Preferred experience in rail, tunnel, structural, station, or soil construction. Must pass a high-level TWIC and/or SWAC background check.
