UPPER ARLINGTON CITY SCHOOLS Job DescriptionPosition: Executive Director of OperationsReports to: Chief Operating OfficerEmployment Status: Regular/Full-timeFLSA Status: ExemptDescription: Responsible for the oversight of building-level management and the adherence to Board of Education policy in the areas of operational responsibility (buildings and grounds, maintenance, transportation, and custodial services).NOTE: The lists below are not ranked in order of importanceQualificationsBachelor's degree preferredExperience in the supervision of operations in the public school systemSuch alternatives to the above qualifications as the Superintendent and/or Board of Education may find appropriateRequired Knowledge, Skills, And AbilitiesAbility to communicate ideas and directives clearly and effectively, both orally and in writingEffective active listening skillsOrganizational and problem-solving skillsAbility to manage personnel and resourcesBasic computer competency with accounting and word processing softwareKnowledge of web-based information systemsKnowledge of state and federal regulations applicable to the transportation of students and to the operation of student transportation vehiclesAbility to implement and lead in-service programsEssential FunctionsAdminister the Department of Building/Grounds, Maintenance, Transportation, and Custodian ServicesLead, organize, manage, and supervise all maintenance, transportation, and custodial operations of the district in compliance with all applicable federal, state, and local laws and regulations, and Board of Education policies and proceduresRecommend policies and regulations dealing with key operational areasDevelop an operational plan for each building/operational department that outlines the tasks of and expectations for operational employeesEstablish and implement an effective summer and non-school day program of specialized operationsSupervise a personnel management program for the Operations Department that includes a recruitment and selection process and a written evaluation process that uses the recommendations of building-level and district administrators. Recommend the continued employment, discipline, or dismissal of all transportation, custodial, and maintenance personnelDevelop and supervise work and vacation schedules for all transportation, custodial, and maintenance personnel, including substitutesProvide and monitor a system of regular operational inspections to meet all federal, state, and local requirementsConduct regular inspections of all school facilities, vehicles, grounds, and equipment to ensure that high standards for cleanliness, attractiveness, and safety are maintainedAnalyze all accidents and regularly search for patterns in injury reports in order to establish corrective procedures to reduce the potential for future accidents or hazardsMonitor and recommend systems and procedures to ensure the security of all operational facilitiesEstablish and maintain a system of financial records, controls, and accounting procedures for the repair and maintenance of the operationsAssist Directors in the development and recommend the Transportation, Custodial, and Maintenance budget, and then administer the approved budgetMaintain current drawings and engineering records describing district facilities, equipment, and groundsApprove the specifications and recommend contractors to perform maintenance and repair services using established district procedures; supervise and inspect the work performed, and recommend payment upon satisfactory completion of the workCommunicate regularly with the Superintendent and Chief Operating Officer, building administrators, and appropriate staff about the needs, regulations, and procedures for the effective operation of the buildings, associated services, and school maintenance, so that cooperative working relationships with building staff are encouraged and maintained.Develop, implement, and monitor an energy conservation program, making recommendations for efficiency and reduction in the costs of operating the facilitiesProvide and maintain an efficient and effective waste disposal system with provisions for recycling of all waste permitted by local and State regulationsDevelop and implement in-service programs and activities for staff membersOperate electronic and other equipment needed to carry out job functions and responsibilitiesMaintain effective communications with students, staff, and parents to elicit support and to seek perceptions and ideas for the improvement of operational areasResearch and make recommendations for improvement in the effectiveness and efficiency of the repair, maintenance, and cleaning services so that attractive, healthy, and safe facilities are providedAttend required meetings and serve on staff committees as appropriateOther duties as assigned by the Superintendent or his/her designeeOther Duties And ResponsibilitiesAbility to communicate effectively and appropriately with parents and respond to inquiries in a timely mannerEffective conflict resolution and problem-solving skillsAbility to respond 24/7 to emergencies and critical eventsDevelop and implement a plan for preventative and ongoing equipment maintenanceRecommend vehicle and equipment replacement schedulesEquipment OperatedTelephoneMotor vehicle, truck, van, school busHand cartsVarious toolsAdditional Working ConditionsOccasional exposure to blood, bodily fluids, and tissueFrequent operation of a vehicle in inclement weather conditionsFrequently move around the workspace and travel throughout the school buildingFrequent requirement to work near moving mechanical partsFrequently move and position oneself as necessary to access and operate equipmentOccasional requirement to work in high placesOccasional exposure to outdoor weather conditions, e.g., requirement to work outdoors during all types of weatherOccasional exposure to dangerous chemicalsFrequent exposure to loud noisesFrequent requirement to work beyond the regular workdayFrequent requirement to lift, carry, push, and pull various supplies and equipment up to a maximum of 60 poundsEmployee shall remain free of any alcohol or non-prescribed controlled substance use in the workplace throughout his/her employment with the District.The Upper Arlington City School District Board of Education does not discriminate on the basis of race, color, national origin, sex, including sexual orientation and transgender identity, disability, age, religion, military status, ancestry, genetic information, or any other legally protected category, in its program and activities, including employment opportunities.
