Our signature programs and partner agencies intently focus on connecting youth and their families to resources at the beginning of their life journey to ensure access to fundamental needs of food, shelter and learning resources for all. #strongertogetherThe Pikes Peak Continuum of Care (PPCoC) is a regional planning body that coordinates housing and services for people experiencing homelessness, with the goal of promoting a community-wide commitment to preventing and ending homelessness. Beginning in July 2026, Pikes Peak United Way (PPUW) will assume the lead role in the PPCoC in partnership with the City of Colorado Springs, strengthening system coordination, strategic alignment, and community impact.POSITION SUMMARYThe Continuum of Care (CoC) Program Director serves as the senior strategic leader responsible for oversight of HUD Continuum of Care planning activities, system coordination, governance support, and performance management under the CoC Planning Grant.This position provides leadership and oversight of core system functions including Coordinated Entry (CE), Homeless Management Information System (HMIS), system planning, performance monitoring, stakeholder engagement, and HUD Continuum of Care compliance activities.The Program Director works collaboratively with local governments, housing providers, nonprofit organizations, healthcare systems, school districts, justice system partners, funders, faith-based organizations, and people with lived expertise to advance community-wide solutions to homelessness.ESSENTIAL FUNCTIONSProvide strategic leadership for the Continuum of Care, aligning system planning and implementation with HUD priorities and measurable outcomes.Lead implementation and oversight of the CoC Planning Grant and associated system-level initiatives.Provide direct supervision and strategic oversight of HMIS Lead functions and HMIS-related activities.Ensure HMIS operations comply with HUD Data Standards, HMIS Privacy and Security Standards, and federal reporting requirements.Provide direct supervision and strategic oversight of Coordinated Entry Lead functions and Coordinated Entry operations.Ensure Coordinated Entry policies and workflows align with HUD requirements, equity principles, and local system goals.Lead annual HUD Continuum of Care Program Competition (NOFO) planning and coordination processes.Support board development, recruitment, and effectiveness, ensuring inclusive representation and compliance with HUD and PPCoC standards.Direct governance frameworks (bylaws, policies, charters) to maintain integrity, accountability, audit readiness, and regulatory compliance.Serve as primary staff liaison to the CoC Governing Board, Executive Committee, and related committees and workgroups.Represent the PPCoC with elected officials, community leaders, funders, providers, and public stakeholders.Lead stakeholder engagement strategies, including membership meetings, public forums, and cross-sector collaborations.Provide supervision, coaching, and performance management to assigned staff and contracted system leads.JOB QUALIFICATIONSBachelor’s degree required (Master’s preferred) in public administration, social work, public policy, nonprofit management, urban planning, public health, or a related field.Minimum of 3 years of progressively responsible leadership experience in homelessness response systems, housing programs, nonprofit leadership, or related fields.Demonstrated experience managing HUD Continuum of Care programs, HMIS oversight, Coordinated Entry systems, or related federal grant initiatives.Strong working knowledge of HUD Continuum of Care regulations, ESG requirements, Coordinated Entry requirements, HMIS Data Standards, and federal homelessness policy.Experience supervising professional staff, consultants, or system leads with accountability for outcomes and compliance.Excellent facilitation, coalition-building, communication, and stakeholder engagement skills.Commitment to inclusion of people with lived experience in system design and decision-making.CORE COMPETENCIES for ALL UNITED WAY PROFESSIONALS:Mission Focused – top priority is to create real social change that leads to better lives and healthier communities.Relationship Oriented – understands that people come before process and is astute in cultivating and managing relationships toward a common goal.Collaborator – understands the roles and contributions of all sectors of the community and can mobilize resources (financial and human) through meaningful engagement.Results-Driven – dedicated to shared and measurable goals for the common good; creating, resourcing, scaling, and leveraging strategies and innovations for broad investment and impact. Brand Steward – understands his/her role in growing and protecting the reputation and results of the greater network.ENVIRONMENTAL FACTORS:Business office environment; professional dress/attire expected. Physical demands of the position include the ability to talk and hear, prolonged sitting and/or standing, occasional lifting up to 50 pounds, and regular use of computer and telephone. The position involves frequent and routine public contact and travel to outside meetings and events. The position requires responsible access and maintenance of Personal Health Information (PHI).
