Procurement Analyst
*Job Summary*
The Procurement Analyst ensures that *IT products and services are procured in the best interest of the State*. This position focuses on the procurement of *IT software, SaaS, hardware, cloud infrastructure, telecommunications, IT implementation, advisory, and managed services*.
The role is highly project-based and requires strong *research, vendor evaluation, negotiation, contract management, and analytical skills*. The successful candidate will specialize in *Software & SaaS Management*, overseeing software acquisitions, contract renewals, license optimization, and software vendor negotiations.
The position will collaborate closely with *IT, Legal, Finance, and Information Security (InfoSec)* teams to ensure cost-efficiency, compliance, and effective SaaS operations.
*Key Responsibilities*
* Manage *end-to-end IT software acquisitions*
* Support procurement of *Software and SaaS solutions*
* Manage software *contract renewals* and existing agreements
* Perform *software license optimization* and help ensure efficient utilization
* Negotiate with software and technology vendors
* Evaluate IT vendors, products, and services
* Conduct and support *RFQs, RFPs, and RFIs*
* Research available products and services and evaluate vendor solutions
* Analyze procurement options and provide *supplier selection recommendations*
* Support business areas in evaluating IT goods and services
* Assist with vendor and contract negotiations
* Work closely with *IT, Legal, Finance, and InfoSec*
* Support procurement of software, SaaS, hardware, cloud infrastructure, telecommunications, and IT services
* Analyze financial and business considerations associated with IT procurements
* Ensure procurement activities align with applicable *statewide procurement rules and regulations*
* Apply financial principles and procurement knowledge when evaluating products and services
* Manage assigned procurement projects independently under general supervision
* Provide recommendations based on research, analysis, and evaluation
*Required Qualifications & Skills*
* Minimum *3 years of experience in IT Software Procurement*
* Strong experience with *Software & SaaS Management*
* Experience with *end-to-end software acquisitions*
* Experience managing *software contract renewals*
* Experience with *software vendor negotiations*
* Experience with *software license optimization*
* Strong IT vendor evaluation and supplier selection experience
* Experience with *RFP, RFQ, and RFI* processes
* Strong research, analytical, and negotiation skills
* Understanding of IT products and services
* Ability to collaborate with IT, Legal, Finance, and InfoSec teams
* Knowledge of procurement rules, regulations, and financial principles

Pay: $30.00 - $34.00 per hour
