Innovate! Inc. is seeking a highly motivated ArcGIS Enterprise Administrator to support a mission-critical ArcGIS Enterprise environment hosted in a vendor-managed Microsoft Azure subscription. In this role, you will administer and maintain the ArcGIS Enterprise platform (including patching, upgrades, security hardening, monitoring, and performance troubleshooting) and help ensure high availability through strong backup, recovery, and disaster recovery practices, including cross-region resiliency. You will operate within established IT service management processes by managing incidents, service requests, and change requests through the client’s TeamDynamix ticketing system, communicating status and outcomes clearly, and maintaining current technical documentation and runbooks. The role also includes collaborating with client stakeholders and supporting operational governance activities such as monthly service reviews and periodic strategic planning to drive continuous improvement and modernization.

KEY RESPONSIBILITIES
Administer and support an ArcGIS Enterprise platform in a vendor-managed Microsoft Azure subscription, ensuring stable day-to-day operations for mission-critical utility GIS users and applications.
Perform full ArcGIS Enterprise lifecycle administration (installation/configuration, performance troubleshooting, and platform maintenance), including coordination with Esri Support when needed.
Plan and execute security patching and major ArcGIS Enterprise upgrades (with client approval), and proactively advise on product lifecycle changes, deprecations, releases, and modernization opportunities (including ArcGIS Enterprise on Kubernetes readiness).
Administer and optimize Azure SQL–based enterprise geodatabases supporting ArcGIS Enterprise, including monitoring reliability/performance in a cloud-hosted environment.
Implement and maintain operational monitoring and alerting for security, availability, and critical integrations (24×7 monitoring expected), with after-hours escalation for critical incidents impacting availability or essential workflows.
Design/maintain backup, recovery, and disaster recovery posture for ArcGIS Enterprise components, Azure SQL databases, and file-based GIS data, including cross-region resiliency expectations.
Maintain security controls across identity, network, and data layers (e.g., identity management, segmentation, encryption, vulnerability scanning/penetration testing) to meet or exceed the organization’s current security posture.
Manage incidents, service requests, and change requests through the client’s TeamDynamix ticketing system as the system of record; provide clear communications, status tracking, and reporting on SLO compliance and operational trends.
Produce and keep current system documentation (architecture diagrams, configuration records, operational procedures, and security configurations) and support knowledge transfer during transition and throughout the contract.
Participate in governance cadence (monthly operational reviews and bi-annual strategic planning) to drive continuous improvement, risk mitigation, and roadmap alignment.
REQUIRED QUALIFICATIONS
Demonstrated hands-on administration of ArcGIS Enterprise in Microsoft Azure, including operational support for core components (e.g., Portal for ArcGIS, ArcGIS Server, ArcGIS Data Store, Web Adaptors) in an enterprise environment.
Experience performing ArcGIS Enterprise platform administration tasks such as patching, upgrades, certificate management, security hardening, and troubleshooting system-level issues affecting performance or availability.
Experience supporting cloud-hosted enterprise geodatabases in Azure SQL (or equivalent cloud database administration experience aligned to Azure SQL), including monitoring for performance and reliability.
Ability to operate within an IT service management model: manage incidents/service requests/changes in TeamDynamix (or integrate effectively with a TeamDynamix-driven workflow) and support reporting against service level objectives.
Ability to support business-hours operations aligned to 8:00 AM–5:00 PM Eastern Time, plus participate in after-hours escalation for critical incidents (with 24×7 monitoring expectations).
Working knowledge of cloud security controls spanning identity management, network security/segmentation, encryption, monitoring/scanning, and penetration testing in an Azure-hosted environment.

PREFERRED QUALIFICATIONS
Azure-focused cloud architecture experience supporting network topology and security boundaries (e.g., VNets, subnets, firewalls/DMZ patterns, private endpoints) for ArcGIS Enterprise workloads.
Familiarity with Azure Entra ID–based identity integration and web-tier authentication patterns for externally exposed services.
Experience designing/operating cross-region resiliency, backup/restore, and disaster recovery strategies with defined RTO/RPO targets for ArcGIS Enterprise and Azure SQL.
ITIL-aligned service management experience (triage, prioritization, escalation paths, and continuous improvement reporting).
Prior support for utility-sector GIS environments (water/wastewater/electric/gas) and experience with integrated enterprise systems consuming/publishing GIS services (REST/ArcPy/SQL integrations).
Relevant certifications (examples cited by the RFP as relevant): Esri and/or Microsoft Azure and/or security certifications.
Exposure to modernization initiatives such as ArcGIS Enterprise on Kubernetes, Utility Network planning, or AI/ML-enabled geospatial analytics.
