Lead Licensed Water Plant Operator

Purpose of ClassificationThe purpose of this classification, under direction of the Water Plant Superintendent, is to function as an assistant to the superintendent for the growth, operations, and development of a treatment facility, meeting guidelines and standards set forth by the state and federal government. Employees in this classification perform front-line management work for a complex treatment plant and auxiliary facilities. Position is responsible for assisting the Superintendent with planning, training, organizing, directing, and maintaining the uninterrupted flow of operationsEducation, Training, and ExperienceHigh school diploma or acceptable equivalency diploma; supplemented by four (4) years' experience in water treatment plant operations. Prefer candidate with two (2) years supervisory experience in water treatment plant operations.SPECIAL REQUIREMENTSRequires a Class "A" Water Certification or the ability to obtain a Class "A" Water Certification within 6 months of obtaining this position.NOTE:This position (CDL required; Leisure Services; and/or safety sensitive) requires a drug screen. If applicant did not receive drug screening upon initial hire with the City; applicant will be required to submit to drug screening prior to accepting this position.Job DescriptionESSENTIAL FUNCTIONS The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.The Lead Operator is a licensed operator who is in responsible charge of the domestic water treatment facility.Supervise all other persons who are employed to operate the plant.Performs on-site plant operation.Performs electronic control system operation and making decisions that relate to the daily operational activities of the plant.Assists the Superintendent with planning, organizing, directing, and supervising the uninterrupted flow and operations in all plant operations.Inspects plant treatment plant installations and directs or takes corrective actions for operational mechanical or electrical malfunction.Schedules, assigns, trains, and assists with the evaluation of the performance of plant operations personnel under charge.Requisitions supplies and equipment; ensures chemical supplies are sufficiently maintained.Oversees participates in and reviews the maintenance of records and preparation of reports concerning plant operations under charge.Reports serious or potentially hazardous malfunctions to the Superintendent.Assists the Superintendent in budget development through submittal of annual operating projections; reviews expenditures for progress and/or shortfall in relation to budget projections.Coordinates housekeeping, maintenance, and scheduling with operational personnel.Ensures adherence to established safety standards/procedures for treatment plant operations.Assists the Superintendent in the analysis of plant operations for the purpose of projected future needs, inefficiencies, operational controls, and related improvements.MARGINAL FUNCTIONS Performs related duties as required.PERFORMANCE APTITUDESData Utilization: Requires the ability to evaluate, audit, deduce, and/or assess data and/or information using established criteria. Has thorough knowledge of principles and practices of municipal treatment plant operations and the standards for normal operating procedures relevant to functions and mechanics of pumps and other mechanical plant equipment. Has thorough knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position. Clearly understands the occupational hazards and safety precautions required to perform the essential functions of the work. Has thorough knowledge of terminology and related professional languages used within the department as such pertain to work responsibilities.
