Program Control Analyst – Ocean OperationsLocation: Baltimore, MD or Williamsburg, VAWork Arrangement: OnsiteEmployment Type: Full-Time, Direct HireSchedule: Monday–Friday, 8:00 a.m.–4:30 p.m.Salary Range: $90,000–$100,000 annuallyTarget Bonus: 6%Security Requirement: Ability to obtain and maintain a U.S. Department of Defense security clearance; U.S. citizenship is required for clearance eligibility.Position OverviewThis company is seeking a Program Control Analyst to support Ocean Operations and the execution of complex marine, subsea infrastructure, and government programs. This company designs, manufactures, and installs subsea fiber-optic cable systems using an integrated global operation that includes marine engineering and a fleet of purpose-built cable ships.This position is responsible for monitoring and analyzing program cost, schedule, staffing, and financial performance in accordance with Earned Value Management System (EVMS) practices and U.S. government contracting requirements. The Program Control Analyst will support program forecasting, baseline management, variance analysis, financial reporting, contract compliance, and Estimates at Completion (EACs).The successful candidate will partner closely with Program Management, Finance, Contracts, Supply Chain, Marine Operations, Engineering, and other cross-functional teams to provide accurate financial insight, identify emerging risks, and support the successful execution of technically complex programs.Key ResponsibilitiesSupport the integration of program cost, schedule, scope, and resource data in accordance with EVMS requirements and established program-control procedures.Develop and maintain program budgets, cost-account plans, staffing plans, forecasts, and Estimates at Completion.Monitor program performance against established cost and schedule baselines, identifying trends, variances, risks, and opportunities.Prepare monthly financial and EVMS reporting packages, including cost and schedule performance metrics, staffing reports, variance analyses, and management summaries.Analyze actual costs, commitments, accruals, and forecasted expenditures to ensure program financial information is complete and accurate.Partner with Program Managers and Control Account Managers to develop corrective-action plans and improve cost and schedule performance.Support the establishment and maintenance of Performance Measurement Baselines, Work Breakdown Structures, budgets, and control accounts.Evaluate the financial and schedule impact of contract changes, engineering changes, marine-operational requirements, and evolving program scope.Support monthly, quarterly, and annual forecasting, budgeting, and long-range planning activities.Review program data for accuracy, consistency, and compliance with internal policies, contractual requirements, and government reporting standards.Support program reviews by preparing financial analyses, performance summaries, and presentations for internal leadership and customers.Coordinate with Marine Operations, Supply Chain, Engineering, and other teams to evaluate vessel-related costs, materials, subcontractor expenses, labor requirements, and schedule impacts.Support proposal activities, including solicitation analysis, cost-volume preparation, basis-of-estimate development, pricing support, and review of applicable terms and conditions.Assist with contract modifications, funding analysis, change management, and the incorporation of authorized changes into program baselines.Ensure compliance with internal controls, company policies, and applicable government contracting requirements, including FAR and DFARS.Participate in internal reviews, customer reviews, audits, and surveillance activities related to EVMS and program financial controls.Develop and maintain standardized reports, dashboards, templates, and analytical tools that improve visibility into program performance.Identify opportunities to improve forecasting accuracy, reporting efficiency, data integrity, and program-control processes.Maintain accurate supporting documentation and audit trails for program financial and baseline decisions.QualificationsRequired QualificationsBachelor’s degree in Finance, Accounting, Business Administration, Economics, Program Management, or a related discipline.Experience in program controls, financial analysis, government contracting, project controls, or a related function.Familiarity with Earned Value Management System principles, including cost and schedule performance measurement, baseline management, variance analysis, and EAC development.Knowledge of U.S. government acquisition and contracting requirements, including FAR and DFARS.Experience developing budgets, forecasts, staffing plans, financial reports, and program-performance analyses.Strong Microsoft Excel skills, including experience working with formulas, pivot tables, lookups, financial models, and large datasets.Strong analytical and problem-solving skills with the ability to identify trends and translate financial data into actionable recommendations.Excellent written and verbal communication skills, including the ability to present financial and program information to technical and nontechnical stakeholders.Strong organizational skills and the ability to manage multiple priorities and deadlines in a fast-paced program environment.Ability to work effectively both independently and as part of a cross-functional team.Ability to obtain and maintain a U.S. Department of Defense security clearance.Preferred QualificationsExperience supporting Department of Defense, federal government, maritime, shipbuilding, aerospace and defense, telecommunications, or other complex engineering programs.Experience supporting marine operations, vessel-based projects, offshore operations, subsea infrastructure, or large-scale deployment programs.Experience working with Oracle, SAP, RPlan, Deltek Cobra, Primavera P6, or comparable ERP, scheduling, and EVMS tools.Experience with Work Breakdown Structures, Organizational Breakdown Structures, control accounts, and integrated program baselines.Experience preparing or reviewing variance analyses, Estimates to Complete, Estimates at Completion, and corrective-action plans.Familiarity with government EVMS reporting requirements, including Integrated Program Management Data and Analysis Report deliverables.Experience supporting proposals, pricing exercises, contract modifications, funding analysis, or basis-of-estimate development.Experience participating in customer reviews, audits, or EVMS surveillance activities.Working knowledge of Power BI or other financial reporting and data-visualization tools.Work EnvironmentThis is an onsite position based in either Baltimore, Maryland, or Williamsburg, Virginia.The role requires frequent collaboration with Program Management, Finance, Contracts, Supply Chain, Engineering, and Ocean Operations personnel.Occasional travel or schedule flexibility may be required to support program reviews, audits, customer meetings, or operational priorities.
