This role owns the full lifecycle of third-party network circuits, from ordering and disconnection through invoice validation and database maintenance. In addition, the role supports SOW lifecycle tracking, vendor invoice accuracy, purchase order execution, and cross-functional procurement reporting. The ideal candidate is highly detail-oriented, comfortable navigating telecom technologies and contracts, and motivated by building disciplined processes in a growth-stage environment.What Success Looks LikeYou will be considered highly effective in this role when you:Own circuit and vendor data accuracy, not just the process. Netbox is current, billing variances are caught before they age, and no circuit is being paid for without an active, validated record behind it.Serve as a reliable connective layer between Procurement, Network Engineering, and Field Operations. Handoffs are clean, nothing falls through the cracks between teams, and cross-functional partners trust you to follow through.Keep the SOW pipeline moving. Sign-off status is tracked, outstanding approvals are flagged proactively, and invoices are validated against executed SOW terms before they reach Accounting.Deliver reporting that gives leadership real visibility. KPI dashboards are current, circuit spend and invoice variance trends are surfaced on a regular cadence, and procurement metrics tell a clear story without anyone having to ask.Free up senior procurement capacity for strategic work. Execution-layer tasks including PO placement, invoice matching, SOW tracking, and data maintenance run smoothly and without escalation, allowing the Sr. Procurement Manager to stay focused on sourcing strategy and vendor relationships.Within your first 90 days, you will have completed a full audit of active circuits in Netbox, resolved any open billing discrepancies inherited from the prior role, established a recurring SOW tracking report, and built a working relationship with key contacts in Network Engineering and Field OperationsKey ResponsibilitiesCircuit & Connectivity ManagementOwn the full lifecycle of third-party network circuits, including ordering new circuits, coordinating installations, and executing disconnections for decommissioned infrastructure.Maintain and continuously improve the circuit inventory database in Netbox, ensuring accuracy across circuit type, vendor, location, cost, and status.Validate carrier invoices against contracted rates, service orders, and active circuit records; identify and resolve billing discrepancies with vendors.Submit tax exemption documentation to carriers as required and ensure ongoing compliance with exemption certificates.Serve as a connective resource between the Procurement team, Network Engineering, and Field Operations to coordinate circuit needs and timely provisioning.SOW & Contract Lifecycle SupportTrack SOW execution pipelines, including monitoring sign-off status across internal approvers, flagging outstanding approvals, and confirming full execution before work commences.Maintain a centralized SOW tracker and alert relevant stakeholders to upcoming renewals, expirations, or scope changes.Validate that vendor invoices align with executed SOW terms; surface discrepancies to the Sr. Procurement Manager or counterpart in Field Operations.Support the Sr. Procurement Manager in identifying opportunities to standardize SOW templates and streamline approval workflows.Invoice Validation & Vendor Data IntegrityPerform invoice validation across assigned vendor categories beyond carrier circuits, matching charges to POs, contracts, and approved scopes.Maintain vendor master data accuracy within NetSuite and applicable procurement systems, flagging data quality issues proactively.Support dispute resolution workflows with vendors, documenting credit requests, overpayments, and billing corrections.Purchase Order ExecutionExecute routine purchase orders in NetSuite based on inventory replenishment triggers, preferred stock level thresholds, and approved vendor lists.Coordinate with the Warehouse team to confirm receipt and resolve receiving discrepancies against issued POs.Maintain accurate PO records and support audit-readiness of procurement documentation.Procurement Reporting & KPI TrackingMaintain dashboards and reports tracking core procurement metrics, including circuit spend accuracy, invoice variance rates, SOW cycle times, and PO throughput.Provide regular reporting to the Sr. Procurement Manager and Director of Procurement; flag trends requiring attention.Support data hygiene efforts in Vetro and Netbox in coordination with Network Engineering, serving as a cross-functional data resource for the Procurement team.General Procurement SupportAssist with carrier negotiations and contract renewals under the guidance of the Sr. Procurement Manager and Director of Procurement.Support contract compliance monitoring across active vendor agreements.Contribute to process documentation, SOP development, and continuous improvement initiatives across the Procurement function.Assist with ad hoc procurement projects and analyses as the function grows across IQ Fiber's markets.QualificationsRequired3+ years of experience in procurement operations, telecom/carrier billing, vendor management, or a closely related field.Demonstrated ability to validate complex invoices and identify billing discrepancies with precision and persistence.Experience with telecom circuit types and technologies, such as dark fiber, wavelengths (waves), Ethernet, cross-connects, or similar.Proficiency with a procurement or ERP system (NetSuite preferred) and experience managing purchase orders and vendor records.Strong organizational skills and the ability to manage multiple concurrent workflows with competing deadlines.High attention to detail with a track record of catching errors and maintaining data integrity.Effective written and verbal communication skills, including the ability to work cross-functionally with engineering and operations teams.PreferredFamiliarity with network infrastructure management tools such as Netbox or Vetro.Experience supporting SOW or contract lifecycle workflows in a construction, telecom, or infrastructure environment.Prior experience at a fiber internet provider, CLEC, carrier, or related telecom company.Exposure to carrier tax exemption processes and multi-state billing compliance.Experience with data reporting tools or dashboards (e.g., Excel, Google Sheets, Power BI, or similar).Other Duties:Please note this job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required of the employee for this job.
