Acquisition Specialist Support Services for USAID Programs1. PurposeThe purpose of this Statement of Work is to provide comprehensive acquisition and procurement support services to the United States Agency for International Development (USAID) in support of global development programs. This includes end-to-end acquisition lifecycle management, contract administration, compliance oversight, and strategic procurement advisory services aligned with federal regulations and USAID-specific policies.2. Scope of WorkThe Acquisition Specialist shall provide full-spectrum acquisition support across pre-award, award, and post-award phases in accordance with the Federal Acquisition Regulation, USAID Acquisition Regulation, and Agency-specific guidance.2.1 Pre-Award Acquisition SupportDevelop and refine acquisition strategies for complex international development programsDraft and review procurement documents including:Statements of Work (SOWs)Performance Work Statements (PWS)Independent Government Cost Estimates (IGCEs)Conduct market research and industry analysis to identify qualified vendors, including small businesses and international partnersSupport solicitation development (RFPs, RFQs, RFIs) ensuring alignment with USAID mission objectivesCoordinate with technical teams to translate program needs into actionable procurement requirements2.2 Acquisition Planning & StrategyProvide strategic advisory support for high-value and mission-critical procurementsAssist in acquisition planning meetings and documentationRecommend contract types, pricing structures, and evaluation methodologiesAlign procurement approaches with global development priorities2.3 Proposal Evaluation & Award SupportSupport technical evaluation panels (TEPs) and source selection processesAnalyze cost and price proposals for realism, allowability, and reasonablenessPrepare evaluation documentation and award recommendationsEnsure compliance with USAID competition and transparency requirements2.4 Post-Award Contract AdministrationProvide ongoing contract administration and oversight for awarded contractsMonitor contractor performance against deliverables, KPIs, and SLAsReview invoices and ensure compliance with contract terms and funding limitationsSupport contract modifications, extensions, and closeout activitiesMaintain contract files and ensure audit readiness2.5 Compliance & Regulatory OversightEnsure adherence to FAR, AIDAR, and USAID policiesSupport internal and external audits, including OIG reviewsImplement risk mitigation strategies and internal controlsEnsure compliance with:Small business utilization goalsSocioeconomic procurement requirementsInternational procurement standards2.6 Stakeholder CoordinationServe as liaison between Contracting Officers (COs), CORs, program teams, and external partnersCoordinate with international field offices and implementing partnersFacilitate communication across cross-functional and geographically dispersed teams2.7 Data Management & ReportingTrack acquisition lifecycle metrics and procurement timelinesMaintain procurement documentation in agency systemsDevelop reports, dashboards, and briefings for leadershipProvide insights to improve procurement efficiency and effectiveness3. Period of PerformanceThe period of performance shall be one (1) base year with four (4) option years, or as defined by task order requirements.5. Required Qualifications5.1 Core CompetenciesDemonstrated expertise in federal acquisition and contractingStrong knowledge of FAR, AIDAR, and USAID procurement policiesExperience supporting international development or global health programsAbility to manage multiple high-priority acquisitions simultaneously6. Key Performance Indicators (KPIs)Timeliness of acquisition milestonesCompliance with FAR/AIDAR requirementsAccuracy of procurement documentationReduction in procurement cycle timesContractor performance and deliverable qualityAudit readiness and zero compliance findings7.
