MHBE administers Maryland Health Connection (MHC), the state’s health insurance marketplace. Through MHC, Maryland residents explore health insurance plans, compare rates, and determine their eligibility for advanced premium tax credits (APTC), cost-sharing reductions (CSR), and public assistance programs such as Medicaid and the Maryland Children’s Health Insurance Program (MCHP).MHBE seeks two (2) Applications Programmers (Salesforce Marketing Cloud) to provide technical services in developing, customizing, configuring, and supporting Salesforce Marketing Cloud.Duties / Responsibilities:MHBE reserves the right to modify these instructions to require Master Contractors to complete a Business Associate Agreement where applicable. MHBE also reserves the right to require additional security requirements where it is contemplated that the awarded resource will have access to Federal Tax Information (FTI).Configure and support Salesforce Marketing Cloud, including Email Studio, JourneyBuilder, Automation Studio, Content Builder, and Mobile Connect (SMS)Assist with SMS enablement, including short code acquisition support, keyword configuration, opt-in/opt-out management, and compliance alignmentDevelop automated journeys, triggered sends, and scheduled communications across email and SMSBuild and maintain data extensions, SQL queries, and audience segmentationImplement dynamic and personalized content using AMP scriptSupport integrations between Marketing Cloud and State of Maryland systemsTroubleshoot campaign, SMS, data, and automation issuesFollow State of Maryland governance, security, privacy, and approval processesProduce basic technical documentation and support knowledge transferAdhere to all security, change control, and MHBE Project Management Office (PMO) policies, processes, and methodologies.Note: The candidate must be flexible to work overtime as needed, including weekends, holidays, and off-hours.Minimum Qualifications:A minimum of three (3) years of experience in Salesforce Marketing Cloud development.Hands-on experience with AMP script and SQL in Marketing Cloud.Experience implementing or supporting SMS messaging, including consent management.Familiarity with regulated or public-sector environments (PIl, compliance, security).Ability to work effectively in a staff augmentation role under state direction.Experience with Mobile Connect, SMS compliance, and short code provisioning processes.Experience supporting government agencies or health organizations.Knowledge of accessibility standards (c.g., WAG / Section 50g).Experience integrating Marketing Cloud with SalesforcePreferred Qualifications:A minimum of five (5) years of Salesforce experience in Marketing Cloud development.Salesforce Marketing Cloud Developer or Consultant certification.Experience with MobileConnect, SMS compliance, and short code provisioning processes.Experience supporting government agencies or health organizations.Knowledge of accessibility standards, e.g., WCAG / Section 508.Experience in integrating Marketing Cloud with Salesforce CRM.Salesforce Marketing Cloud Developer or Consultant certification.
