Implementation Project Manager (St Louis)

This role is based in the Greater St. Louis area.Onsite 5 days/week initially, may transition to hybrid later.The Project Manager (PM) leads the end-to-end implementation and stabilization of the Missouri Enrollment Broker (EB) and Premium Collection Services program. This role is accountable for delivering the program on time, within scope and budget, and in compliance with contractual and regulatory requirements.The PM oversees all phases of delivery—from planning through go-live and transition to operations—while coordinating cross-functional teams and serving as the primary point of contact for internal leadership and Missouri state stakeholders.Key ResponsibilitiesProject & Program LeadershipOwn full project lifecycle: planning, execution, monitoring, go-live, and stabilizationDevelop and manage project plans, scope, schedules, and governance artifactsCoordinate implementation across eligibility, enrollment, billing, systems integration, communications, and operationsEnsure alignment with PMO standards, PMI PMBOK practices, and contractual requirementsTeam LeadershipLead a cross-functional team (PMs, Business Analysts, IT, Change Management, Deliverables)Set priorities, manage workloads, and resolve escalationsPromote accountability, transparency, and continuous improvementStakeholder ManagementServe as primary liaison for state stakeholders and executive leadershipDeliver clear status reports on progress, risks, and milestonesFacilitate governance meetings and drive decision-makingManage expectations and proactively address risks and changesDelivery Oversight & Risk ManagementMonitor scope, schedule, budget, and quality; take corrective action as neededManage risks, issues, dependencies, and escalation processesEnsure compliance with regulatory, contractual, and organizational requirementsContinuous ImprovementIdentify opportunities to improve delivery efficiency and qualityLead lessons learned and post-implementation reviewsSupport PMO best practices and process improvement initiativesQualificationsEducation & CertificationsBachelor's degree in Business, IT, Healthcare, or related field (preferred)PMP certification (required)Agile certification (preferred)Experience7–10+ years managing large, complex, cross-functional projectsExperience with systems integration, operational readiness, and process transformationGovernment or public-sector experience requiredHealthcare/Medicaid or regulated industry requiredPrior leadership or supervisory experience a plusSkillsStrong expertise in PMBOK, Agile, and hybrid delivery modelsAbility to manage scope, schedule, budget, and risk in high-visibility programsExcellent communication and stakeholder engagement skillsStrong analytical, organizational, and problem-solving abilitiesProven ability to lead teams, manage multiple priorities, and deliver under tight timelinesProficiency with MS Project, Smartsheet, Jira, and MS Office
