Job Summary The Project Manager is responsible for developing project objectives by reviewing project proposals and plans, conferring with Management. The Project Manager will formulate parameters for each project, including design elements and implementation procedures ensuring that projects are completed on time, ono budget, and in compliance with all government regulations. This position will also serve as Corrosion Manager. Responsibilities The individual must be self-motivated, be a project initiator, interact with other engineers and operations personnel of varied disciplines, and demonstrate ability to work independently with minimal supervision. Serve as project manager on key capital projects. Responsible for design, project management, equipment specification, cost estimating, bidding of contractors, contract negotiations, field oversight, procurement oversight, project budget and startup of new and revamped facilities. Provide support to the Marketing Department in the way of facilities and proposal estimates for potential new business. Manage corrosion monitoring and cathodic protection systems including drawings, specifications, and calculations. Consults compliance manager on major projects, budget proposals, and priorities. Coordinates work with departments responsible for contracts, environmental compliance and right-of-way procurement. Establishes and maintains professional relationships with local, regional, and national NACE (National Association of Corrosion Engineers) organizations. Ensures compliance with applicable codes, regulations and standards. Primarily DOT requirements and NACE recommendations. Conducts annual Level of Protection surveys as needed. Maintains required records, including assembly, compilation and review of reports. reviews computer data and generates reports. Reviews as-built drawings and annual survey data. Make corrections as needed and forwards modified drawings to drafting department for recording changes. Analyzes field test data from annual and interim surveys and determines best corrective action. Delegates and reviews company's notifications to various agencies, companies, and committees of corrosion protection systems. Participate in regulatory audits and present corrosion program. Investigates corrosion problems in the field through survey work and/or research and may coordinate some activities with other Corrosion Engineers/Technicians and/or vendors when necessary. Resolves cathodic protection and interference problems, as well as any system adjustments. Implements corrective action through corrosion and maintenance personnel or oversees work of outside contractor. Knowledge of cathodic protection design and performance monitoring and a willingness to further develop competency Implementation Reviews – overall coordination of annual Management Review of IMP, O&M; tracking the closure of identified gap action items. Perform any other duties assigned by supervisor. Education and Experience Bachelor’s degree in engineering, science, or related field from an accredited school or relevant work experience that has developed equivalent engineering, project management and/or corrosion skills. AMPP / NACE CP Level II preferred but not required. Minimum of 5 years’ experience in some combination of engineering, project management, quality control, quality control, DOT pipeline safety or risk management Skills, Abilities, Special Licenses or Certificates Understanding of basic statistics and cost/benefit analysis. In depth working knowledge of pipeline operations, project management, risk management concepts, engineering principals, and DOT Part 195 regulations Design, construction, and troubleshooting of corrosion monitoring and cathodic protection systems. Practices, procedures, tools, materials, and equipment used in cathodic protection of refined oil pipelines. Corrosion instrumentation. The ability to estimate project cost. Ability to oversee and direct construction disciplines. Ability to communicate effectively across many different disciplines. A working knowledge of pumps, valves, piping etc. A working knowledge of API and ANSI, ASME and NFPA standards. Familiarity with basic survey equipment and practices. Valid Driver’s License. TWIC (Transportation Workers Identification Credentials) Hours of Work Typical hours of operation are Monday through Friday 8:00 am to 4:30 pm. This position requires overtime and occasional weekend work as job duties demand. Occasional travel over 25% may be necessary, sometimes with little or no advance notice. Furthermore, because the facility and adjoining facilities handle hazardous materials, the applicant must be able to ingress and egress in foreseeable emergencies. The applicant must be able to work safely without presenting a direct threat to self or others.
