Senior Mainframe Developer with IRS Tax Processing Systems

Job Description Seeking an experienced Senior Mainframe Developer to support IRS tax administration systems within the TDOL/ODAS environment. The candidate will be responsible for the analysis, design, development, testing, implementation, and production support of federal mandate initiatives and annual filing season changes. This role supports mission-critical IRS applications and requires expertise in IBM z/OS mainframe technologies, taxpayer identification systems, notice generation solutions, and enterprise change management processes. The position will support all phases of the Software Development Life Cycle (SDLC), including requirements analysis, development, testing, release management, production support, documentation, and troubleshooting. The ideal candidate will have experience supporting IRS systems such as DUPTIN, DUPED, NAP, PTIN, TDOL/ODAS, and related notice generation and correspondence management platforms. Responsbilities: Analyze, design, develop, and implement IRS application enhancements and federal mandate changes. Develop and maintain applications using COBOL, CICS, DB2, Assembler, ALC, and JCL within an IBM z/OS environment. Create and modify DB2 tables, programs, batch jobs, and online transaction processing components. Support TDOL/ODAS applications and taxpayer identification systems, including DUPTIN, NAP, PTIN, and related applications. Maintain and enhance DUPED CICS command code and other critical IRS applications. Perform impact assessments and coordinate implementation activities across multiple support teams. Develop and execute unit, integration, regression, and system testing. Provide production support during Controlled Launch activities and peak tax filing seasons. Investigate, troubleshoot, and resolve application and production issues. Create and manage change requests utilizing WRMS and ServiceNow. Coordinate deployments and code migrations through Endevor. Create Endevor memorandums and release documentation for DB2, CICS, MQ, and infrastructure support teams. Maintain Knowledge Transfer and operational support documentation. Utilize DocIT to update fiscal-year and filing-season documentation. Collaborate with business stakeholders, technical teams, and IRS program offices to implement new tax law requirements. Support all environments from development through production. Participate in Agile development activities, including sprint planning, backlog refinement, and issue tracking using Jira. Support notice modernization initiatives and taxpayer correspondence applications utilizing NRPS and OpenText Exstream. Design, develop, and maintain notice templates, correspondence workflows, and communication content using Exstream Design Manager, Live Editor, and scripting tools. Required Years of Experience 15+ years of experience in complex application development, maintenance, and support. 15+ years of IBM z/OS mainframe development experience. Extensive experience with COBOL, CICS, DB2, JCL, Assembler, and Endevor. Experience supporting large-scale IRS or Federal Government systems. Proven experience with requirements analysis, system design, development, testing, implementation, and production support.
