Program Manager

Overview In this on-site Program Manager role, you will lead a large NRO program and coordinate daily with VTG workforce, subcontractors, executive leadership, and the NRO team. You will drive workforce development, hiring strategy, and cross-functional execution while ensuring contractual obligations and mission alignment. You will report program performance to executives and foster best-practice integration across VTG. This is a flagship program with a strong focus on delivery, security compliance, and customer collaboration, offering a meaningful opportunity to shape outcomes on a national-security mission. ResponsibilitiesOversee program delivery for a large contract and maintain daily stakeholder engagement with VTG workforce, subcontractors, VTG leadership, and NRO customersDirect workforce strategy including development, hiring, and career opportunitiesEnsure subcontractors augment capabilities and adhere to workshare and contractual termsProvide programmatic reporting to executive leadership and drive cross-functional integrationManage on-site interaction with the NRO customer team to meet contractual obligations and mission goalsLead back-office functions (contracts, security, finance, staffing, HR) and coordinate with other TOs/company PMsDevelop future leaders and implement creative engagement methods for the workforceAlign execution with VTG strategy for growth and program success Key requirementsTS/SCI with Poly required15 years of relevant program experience at similar size/scopeKnowledge/experience with NRO customerBS or MS degreeOn-site work with customer dailyLeadership of a team of managers who supervise workforce teamsDirecting back-office teams (contracts, security, finance, staffing, HR)Direct engagement with subcontract workforce and leadershipAbility to integrate with other TOs/company PMsProviding career development opportunities for the workforceleadershipclear communicationstakeholder managementprogram managementcontract managementsecurity/compliance
