(OSI) is a federally qualified community health center that emerged over forty years ago. The agency serves low-income families and individuals in the County of San Diego in two (2) strategic areas with a high density population of Filipinos/Asian and other low-income, uninsured individuals — National City (Southern San Diego County) and Mira Mesa (North Central San Diego). JOB PURPOSE The Post Award Grant Administrator at Opsam Health will play a critical role in managing and coordinating all aspects of post-award grant activities to ensure compliance with funding requirements and program success. This individual will work closely with the Grant Director, finance, and data analytics to monitor the progress of grant-funded initiatives. The Post Award Grant Administrator will help drive the clinic's financial growth and community impact through grant management and strategic planning. It is imperative that they maintain strong communication across departments and manage external relationships with funders and partners. ESSENTIAL DUTIES AND RESPONSIBILITIES Responsibilities Under the supervision and guidance of OPSAM’s Grant Director, the Post Award Grant Specialist will have responsibilities that include: Shared FOA prospecting. All aspects of proposal writing (with a primary focus on medium and small grant asks i.e., $10K – $300K). Review and ensure implementation of the terms and conditions of an award or sub-award Provide and/or coordinate appropriate training, as applicable, on roles and responsibilities relative to grants management Conduct and manage the grant program or project according to the scope and objectives of the proposal and funder requirements Submit requests for budget modifications within or across major budget categories (i.e. personnel, travel, supplies etc.) as necessary, in coordination with Grant Director and finance team Management of the clinic’s GrantHub portal for tracking/managing grant funded programs at OPSAM. This includes calendaring all “next writing” opportunities, and all post-award reporting / data submission activities, working in collaboration with funded Program Managers, their Directors, Data Analytics / Quality Improvement staff, and the Finance team. In managing the GrantHub portal, the PAS/M will coordinate multiple operational areas for funded initiatives, driving the timely, in-budget spend-down of funded project line items (in collaboration with each funded project’s Program Manager and the Grant Accountant/Finance Team). The timely collection and transmittal of post-award performance report submissions (in collaboration with Program Managers and the Data Analytics staff). Verification, through GrantHub scheduling, that the Finance Team is prepared for and making all financial report filings on-time. Assist the Grant Director in meeting the clinic’s financial goals. Assist internal and external program partners in designing programs resonant with OPSAM interests, as detailed in the Strategic Plan, Mission and Vision. Assist internal and external program partners in designing programs resonant with funder interests, as found in RFPs/FOAs—as well as historical giving data. Assist in coordinating and managing the successful execution of grant-funded programs at the intersection of program operations, program development, and finance. Communicate and work effectively with colleagues. Nurture and grow extramural relationships—including relationships with program and foundation partners. Create compelling, funder-compliant grant submissions (be they funding requests or performance reports), using persuasive, well-structured prose, relevant data, and demonstrated familiarity with the program topic’s evidence-based research. Identify and develop strategic external relationships for grant partnerships to extend OPSAM’s community impact, both for its traditional user base—and all San Diegans in need of a culturally-competent, high-quality medical home. Occasionally provide narrative sections, as required, for partner-led grant submissions, in which coordination occurs outside of OPSAM. Identify and archive such statistical, analytical, or anecdotal data as may be useful for future OPSAM grant submissions, in partnership with the clinic’s informatics team. Contribute to the creation and revision of effective boilerplates and “evergreen” archives to streamline future grant submissions. Coordinate the annual updating of C.V.s, using the PHS-298 format, for all staff, working with HR, and program funders, as needed, and at each new hire or staff departure. Assist with capital campaigns, strategic planning, and planned-giving, as appropriate. Other duties, as assigned, sometimes requiring flexibility in work hours. Quality Management: Contribute to the success of the organization by participating in quality improvement activities. . QUALIFICATIONS Qualification Bachelor’s degree with at least 3 years of related experience in grant management Experience in Federally Qualified Health Centers or other related non-profit organization. Strong candidates will have many of the following characteristics Strong communication and writing skills; excellent time management, successful experience in project management; the ability to work with and across team members’ management styles; strong understanding of the budgeting, performance, and reporting rules relating to federal and state-funded nonprofit programs; experience writing grant requests to foundations; experience working at a Federally Qualified Health Center, Indian Health Service clinic, or other health/social services nonprofit; experience with federal reporting systems such as SPARS, HRSA eHB, NIH/eRA Commons, GrantSolutions, NSF FastLane, etc. Reasoning Ability Able to apply common sense understanding to carry out instructions in written, oral, or diagrammatic form. Apply logic and reasoning to identify the strengths and weaknesses of diverse approaches, solutions, or conclusions to effectively resolve problems. Computer Skills To perform this job successfully, an individual should have knowledge of Microsoft Office applications including Excel. Experience using GrantHub and federal/foundation grant management portals is highly desirable.
