About This PositionPhoenix Sky Harbor International Airport (PHX) served 51.6 million passengers in 2025, solidifying its position as one of the nation's busiest airports and a vital hub in the country's fifth-largest city. PHX is the largest of three airports in the Phoenix Airport System, which also includes Deer Valley and Goodyear airports. All three are operated by the City of Phoenix Aviation Department (AVN) and collectively generate an impressive annual economic impact of $44.3 billion.The Aviation Department is seeking a Superintendent to join the Facilities & Services (F&S) Division, which includes fifteen sections. F&S ensures that the airport system's buildings, equipment, and grounds are safe, clean, efficient, and user-friendly. Within F&S, the Management Services Section provides essential support through contract administration, budget and inventory management, administrative services, and training programs. This position plays a key leadership role in overseeing programs and projects that support division goals, providing operational oversight of administrative, supply warehouse, and procurement functions, and developing and implementing administrative, operational, and safety procedures.The successful candidate will directly supervise professional and supervisory staff responsible for managing approximately 50 supervisory, administrative, and field employees. F&S employs 430 full-time supervisory, professional, technical, field, and administrative staff and operates with an annual budget of $178 million. This position reports to a Management Services Administrator (MSA) and will function as an acting MSA in their absence.Key Responsibilities IncludeManage the division's financial condition, including oversight of budgeting, inventory, and procurement functions. Develop and implement administrative, operational, and safety procedures to ensure compliance and efficiency. Oversee personnel functions including training, development, hiring, onboarding, and performance management for the division. Promote innovation, efficiency, and superior customer service while maintaining compliance with applicable laws, codes, and regulations. Collaborate with operating teams to understand and support contract needs, ensuring agreements align with operational requirements.Plan, direct, and supervise staff engaged in analyzing, improving, and operating management, administrative, and financial systems and controls. Prepare and present reports on financial status, operational performance, and strategic initiatives to leadership, City Council, and stakeholder groups. SALARYPay Range: $93,121.60 to $137,592.00 annually.Hiring Range: $93,121.60 to $124,800.00 annually.Pay Range ExplanationPay range is the entire compensation range for the position classification.Hiring range is an estimate of where you can receive an offer.
