Title: Manager of Government SubmissionsLocation: Remote | Must work in AZ, FL, GA, IN, IA, KS, MN, MO, NC, OH, SC, SD, TX, UT, or VAJob Type: Permanent / Direct-HireCompensation: $130,000 - $145,000 + bonusIndustry: Health InsuranceAbout The RoleOur firm is partnering with a leading nonprofit health insurance organization to identify a Manager of Government Submissions. This role leads government data submission efforts across Medicare, Medicaid, and Affordable Care Act (ACA) programs. The position oversees a high-performing team responsible for accurate, complete, and compliant submissions that support risk adjustment and quality initiatives in a highly regulated healthcare environment.In this role, you will play a critical part in ensuring the integrity and success of government program reporting. You will lead data-driven initiatives that directly support compliance, financial performance, and quality outcomes while mentoring and developing a team of analysts. Your work will influence enterprise-wide decision-making and strengthen relationships with internal stakeholders, external partners, and government agencies.Job DescriptionLead, develop, and provide strategic direction to a team responsible for day-to-day execution of government data submissions for Medicare, Medicaid, and ACA risk adjustment and quality programs.Oversee the design, implementation, and automation of business and reporting strategies related to government submissions, ensuring alignment with organizational objectives.Partner with cross-functional stakeholders including Government Programs, Underwriting, Finance, Network Management, Health Management, Sales and Marketing, Legal, and senior leadership.Direct research, analysis, and interpretation of complex risk adjustment and quality data, providing technical guidance to business partners.Translate complex analytical findings into clear, actionable insights and compelling narratives for diverse audiences.Maintain and enhance processes to assess, monitor, and prevent data loss or inaccuracies that could impact submission quality.Collaborate with internal teams and external vendors to ensure timely, accurate, and compliant data submissions to government entities such as CMS, HHS, and state agencies.Recruit, hire, train, and onboard employees in accordance with EEO and Affirmative Action guidelines.Conduct performance evaluations and manage employee development, coaching, discipline, employee relations, and cost control.QualificationsRequired Qualifications5+ years of related professional experience, including 3+ years of direct people leadership.Significant hands-on experience with Medicare programs; experience with Medicaid and the ACA marketplace is highly beneficial.Strong understanding of healthcare data, government submissions, and CMS initiatives.Hands-on expertise with SQL and data analysis tools.Experience with encounter data submissions.Advanced proficiency with Microsoft Excel, Access, PowerPoint, and Word.Experience using data visualization and reporting tools (e.g., Power BI or similar platforms).Proven ability to analyze and interpret complex data and develop strategic recommendations.Strong leadership, delegation, and team-building skills.Excellent communication skills with the ability to explain technical concepts to non-technical audiences.Exceptional problem-solving, critical thinking, and collaboration skills.High school diploma (or equivalent) and legal authorization to work in the United States.Preferred QualificationsBachelor’s degree in Finance, Mathematics, Computer Science, Health Science, Data Science, or a related field.Experience leading risk adjustment submission teams within health insurance organizations, healthcare providers, healthcare technology firms, consulting organizations, or regulatory environments.Experience leading HEDIS data collection and submissions.Knowledge of statistical software such as R or SAS.BenefitsThis role offers a comprehensive benefits package including health, dental, and vision insurance, paid time off (PTO), and a 401(k) retirement plan, providing employees with support for both their personal well-being and long-term financial security.How To ApplyTake the first step on your new career path!
