Project Manager II – Technical Program Manager (TPM)

Role SummaryWe are seeking an experienced Technical Program Manager to lead and drive Oracle Cloud Migration and Oracle ERP/EPM initiatives for a large enterprise technology delivery organization. The ideal candidate combines strong technical acumen with proven program/project management discipline to manage complex, multi-stream Oracle transformation programs.Key ResponsibilitiesLead end-to-end planning, execution, and delivery of Oracle Cloud Migration programs (on-prem to Oracle Cloud Infrastructure/Fusion).Manage Oracle ERP (Financials, Procurement, SCM) and EPM (Planning, Budgeting, Consolidation) implementation and migration workstreams.Own program governance: RAID logs, status reporting, steering committee updates, and executive dashboards.Coordinate cross-functional teams including Oracle technical architects, functional consultants, infrastructure, security, and QA teams.Manage vendor/SI (System Integrator) relationships and third-party delivery partners.Drive technical design reviews, cutover planning, data migration strategy, and go-live readiness.Identify risks/dependencies across interconnected Oracle modules and mitigate proactively.Manage budget, resource allocation, and timeline adherence across the program.Ensure compliance with Amex enterprise architecture, security, and change management standards.Required Skills & Experience8+ years of Project/Program Management experience, with at least 4+ years managing Oracle Cloud/ERP/EPM programs.Strong technical understanding of Oracle Cloud Infrastructure (OCI), Oracle Fusion ERP, and EPM suite.Experience managing large-scale cloud migration programs (lift-and-shift, re-platforming, or greenfield implementations).PMP/PMI-ACP, SAFe, or equivalent certification preferred.Strong stakeholder management skills — ability to work with business, technical, and executive stakeholders.Financial services / banking domain experience preferred (Amex or similar highly regulated environment a plus).Excellent communication, risk management, and executive presentation skills.Nice to HaveHands-on background as a technical lead/architect prior to moving into program management.Experience with Agile/Scrum delivery models in large enterprise settings.
