Program Coordinator (DEVCOM-ARL) HBCU/Minority-Serving-Institution STEM internship program
The Program Coordinator manages the day-to-day operational execution of a U.S. Army DEVCOM Army Research Laboratory (DEVCOM-ARL) HBCU/Minority-Serving-Institution STEM internship program. The role owns application processing, participant selection support, security-document intake, stipend enrollment, and lab-coordinator communication; keeping every participant moving accurately from application through placement.ResponsibilitiesReceive, log, sort, and process student applications; verify eligibility (U.S. citizenship) before forwarding.Match applicant research interests to participating DEVCOM-ARL laboratories and route applications to lab coordinators for review.Coordinate participant selection notifications, acceptances, declinations, and start-date confirmations.Collect and track security-processing documents (T1 package intake, DISS/JPAS entry support) and coordinate CAC processing with DEVCOM-ARL security officials.Manage stipend enrollment and maintain accurate, current participant records in the program database (status current within two business days of any change).Maintain the lab-coordinator contact list and run the standardized outreach cadence (launch, T-30 selection, mid-summer check-in, closeout).Prepare and issue standardized intern onboarding packets within five business days of selection.Conduct 30-day and 10-day pre-arrival check-in calls; escalate any risk to the Program Manager immediately.Support outreach and recruitment activities to reach the Year-1 applicant target.Lead System Innovation’s outreach efforts — representing the company to universities, students, and partners, and building the relationships that strengthen recruitment and program growth.QualificationsBachelor’s degree in a related field, or equivalent program-coordination experience.3+ years in federal program administration, student/participant program coordination, or similar.Experience with security-processing intake (DISS/JPAS) and handling of PII / Controlled Unclassified Information (CUI).Strong organizational, communication, and multi-stakeholder coordination skills.Proficiency with Microsoft Office and database/application-tracking systems.Ability to obtain and hold a Secret clearance prior to starting on the contract; U.S. citizenship required.Nice to Have:Experience supporting DoD-funded fellowship, internship, or STEM outreach programs.Familiarity with DEVCOM-ARL or similar research-laboratory environments.Experience coordinating participant travel, relocation, or events.About System InnovationSystem Innovation, LLC is an SBA-certified 8(a) and Woman-Owned Small Business (WOSB) delivering solutions across digital engineering, systems engineering, STEM workforce development, and federal program management.
