Training and Capacity Building Specialist
The Position:We are seeking driven, thoughtful candidates with experience in program evaluation to support impactful initiatives for our Federal clients at the U.S. Department of State (DOS).As a Training Specialist with Censeo, you will develop and deliver compliance education and build interagency coordination capacity for a key Department of State program.Key Responsibilities:Provide ongoing professional development for compliance personnel to enhance oversight effectivenessConduct training needs assessments to identify skill gaps across sponsor organizations, investigators, and compliance personnelDevelop role‐based learning pathways for compliance officers, auditors, program managers, and senior leadershipDevelop and deliver certification programs (e.g., Certified Fraud Examiner (CFE), Certified Inspector General (CIG))Coordinate with legal, cybersecurity, and data governance teams to ensure training reflects current regulatory interpretations and security requirements.Conduct sponsor training workshops on regulatory updates and compliance best practicesStrengthen information-sharing frameworks with federal partners, including DHS Homeland Security Investigations and the National Targeting CenterDevelop interagency coordination mechanisms to enhance compliance enforcement and incident resolutionDevelop contingency and escalation playbooks and train staff on incident response procedures related to compliance failures or security eventsFacilitate cross-agency collaboration for proactive risk managementCollaborate with cross-functional teams to develop realistic, innovative solutions to complex challengesCommunicate findings and recommendations clearly through written reports and presentationsBuild and maintain strong client relationships, proactively identifying and mitigating delivery risksThe Ideal Candidate:At Censeo, we value unique perspectives and a passion for solving complex problems. Master's degree or Ph.D. in Public Administration, Organizational Learning, Compliance Management Economics, or a related field (preferred)Minimum 5 years experience in training, capacity building, compliance oversight, and professional development within federal agencies or federal contractorsExperience working with federal agencies required (experience with Department of State strongly preferred)Demonstrated experience developing and delivering adult learning programs for compliance, enforcement, or investigative personnel, including:Certification preparation programsRole‐based learning pathwaysRefresher and continuing education modulesProven experience supporting interagency coordination involving federal program oversight entitiesStrong understanding of federal compliance, enforcement, and investigative frameworksKnowledge of relevant policies and regulations governing program evaluationsExcellent communication and interpersonal skills for collaboration with stakeholdersStrong analytical and problem-solving abilities with keen attention to detailAbility to work independently and collaboratively in a team environmentExcellent analytical and problem-solving skillsStrong attention to detail and accuracyThe Company:Censeo Consulting Group is a top Washington D.C. based management consulting firm dedicated to helping public sector and non-profit clients build operational excellence, deliver better outcomes, and lower cost. We work in a hybrid setting with flexibility to work from home and work in our office conveniently located in the heart of downtown, just a few blocks away from the White House.
