Position SummaryICAN Vice Presidents provide strategic leadership across multiple programs or operational functions. This role translates agency strategy into coordinated action, ensures quality and compliance, and is accountable for outcomes, staff leadership, fiscal oversight, and mission alignment.The Vice President of Business Networks provides executive leadership and strategic oversight for ICAN's IPA and Managed Services business lines:ICAN IPA - A network of behavioral health, mental health, peer, and medical providers delivering direct care services.ICAN Managed Services - A managed services platform providing back-office, operational, and strategic support solutions to nonprofit organizations.This role is responsible for operational excellence, network performance, growth, marketing, outreach, and revenue expansion across both lines of business. The Vice President ensures each network operates efficiently, delivers measurable value, maintains strong partner engagement, and expands its reach statewide.The position oversees the Director of IPA Operations and the Director of Managed Services and drives strategic integration, scalability, and sustainable growth.Core ResponsibilitiesStrategic & Operations LeadershipDecision-Making & AccountabilityTeam Leadership & DevelopmentData, Outcomes & Quality ImprovementFiscal & Resource OversightHuman Resources OversightAgency CollaborationCommunity & Systems EngagementMission & Culture StewardshipPerformance MetricsAchievement of position specific outcomes and KPIsMeeting or exceeding quality, compliance, and service delivery standardsConscientious fiscal management and budget adherenceEffective team leadership, high quality supervision and professional development of direct reportsCooperation and collaboration with other agency leadersPositive contributions to agency-wide initiativesDemonstrated commitment to ICAN mission and values and consistent role modeling of those valuesPosition-Specific ResponsibilitiesPrograms / Operational Functions OverseenProvide executive oversight of:Director of IPA OperationsDirector of Managed ServicesEnsure operational alignment, quality standards, and performance accountability across both networks and business linesOversee subcontracted provider and partner network performanceEstablish standardized processes, reporting frameworks, and accountability structuresEnsure regulatory compliance, contractual integrity, and quality assurance within both business linesMonitor service delivery performance, client/member satisfaction, and network engagementSupport development of scalable infrastructure to accommodate growthAlign both business networks with ICAN's mission, culture, and strategic prioritiesKey Outcomes & KPIsGrowth in IPA provider network participationGrowth in Managed Services client baseRevenue expansion across both business linesRetention rates of network providers and managed service clientsSuccessful onboarding of new partnersQuality and compliance performance metricsIncreased geographic coverage and service penetrationSatisfaction metrics from providers and nonprofit partnersDiversification of revenue streamsBudget / Funding ResponsibilitiesDevelop and manage revenue projections for both business networksCollaborate with finance leadership on budget development and performance monitoringEnsure profitability and financial sustainability of both lines of businessOversee pricing strategy and service fee structuresContribute to financial modeling for expansion initiativesSupport development of value-based arrangements and innovative funding mechanismsMonitor contract performance and fiscal accountabilityCommunity & Partner RelationshipsServe as senior representative for ICAN IPA and Managed ServicesBuild and maintain relationships with:Behavioral health and medical providersNonprofit executive leaders and boardsGovernment and regulatory agenciesIndustry associations and coalitionsPosition ICAN as a trusted partner in both clinical network management and nonprofit operational supportFacilitate collaboration among subcontracted providers and nonprofit partnersStrengthen statewide visibility of ICAN's business networksMaintain strong networking presence to drive expansion and brand recognitionEducation/ExperienceMinimum 5 years of progressive leadership experienceBachelor's degree in Healthcare Administration, Business Administration, Public Administration, Nonprofit Management, or related field (Master's preferred)Experience in healthcare network management, IPA structures, or managed care environments preferredExperience in nonprofit management, operational consulting, or shared services models strongly preferredDemonstrated success in business development, sales, or revenue growthExperience overseeing multi-line business operationsStrong understanding of healthcare systems, provider contracting, and regulatory environmentsProven ability to lead teams, negotiate contracts, and build strategic partnershipsStrong presentation, training, and executive communication skills
