Position Description
Position Overview
The Utility Coordinator will work with the Project Managers in the Office of the County Engineer to manage and track utility relocations for Harris County Engineering projects. General responsibilities include utility conflict identification, validation, facility design coordination, utility relocation schedule, metric reporting, executing court actions & completing necessary pay-out items, in addition to attending meetings and field visits as necessary with team members, utility companies, departmental staff, other County agencies, and/or the public.
Job Duties
Coordinates the relocation of private and public utility systems such as electric, pipelines, telecommunication, water, sewer, and drainage.
Produces monthly status reports for managed areas and leads the utility coordination status meetings.
Prepares agenda Items for Commissioners Court, including post-Court action items, requesting purchase orders, and confirming payments.
Attends meetings with OCE design groups to brief the Engineering team on relocation status.
Issues utility notifications and coordinates with external utility representatives and consultants
Attends project-specific office or field visits for scoping, monthly status, and conflict resolution.
Maintains documents, references, and/or resource materials.
Prioritizes relocations to mitigate delays to project schedules.
Reviews design plans and Utility Conflict Tables for thoroughness and accuracy.
Assists with design activities by making recommendations to mitigate and avoid utility conflicts.
Prepares independent cost estimates for relocations.
Performs other duties as assigned.

Requirements
Education & Experience:
High School Diploma (GED) with an additional two (2) years of experience in utility coordination, map reading, design, project management, or planning work.
OR
Associate degree or equivalent education in Engineering, Real Estate, Business, or a related field with one (1) year of experience in utility coordination, map reading, design, project management, or planning work.
OR
A bachelor's degree in engineering, Real Estate, business, or a related field may be substituted for experience.
Emergency Deployment & Continuity of Operations Requirement:
In accordance with Harris County's Continuity of Operations Plan (COOP) Policy, this position is subject to emergency response and deployment protocols. The employee may be designated as supporting a Mission Essential Function (MEF) and must:
Participate in the classification process of departmental staff based on MEF responsibilities.
Be available for temporary deployment to an alternative work location, role, or telework assignment during emergency events.
Confirm work assignments with their supervisor prior to reporting to any worksite during such events.
Remain flexible in assuming alternative duties as directed to support County operations continuity.

Preferences
Education
Bachelor's degree or equivalent education in Engineering, Real Estate, Business, or a related field.
Experience
2+ years of experience in utility coordination, map reading, project management, or planning work.
Knowledge, Skill & Abilities (KSAs):
Must be able to read and interpret civil engineering plans.
Must be able to demonstrate strong communication and negotiation skills.
Knowledge of interagency utility agreements.
Understanding of Utility/TxDOT laws and regulations.
Pipeline Coordination experience.
Railroad Coordination experience.
Proficiency with Microsoft Office.
Proficiency with Adobe and/or Bluebeam/Revu.
General Information
Position Type, and Typical Hours of Work:
Full-Time | Regular | 40 hours per week.
Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.
Salary: Commensurate with experience, based on 26 pay periods.
Physical Demands and Environmental Exposure
Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event). This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
