Project Manager – Human Resources / Learning & Talent DevelopmentLocation: Hybrid – Vienna, VA or Pensacola, FLSchedule: 3 days onsite per weekCompensation:Up to $45/hour – Vienna, VAUp to $40/hour – Pensacola, FLPosition OverviewWe are seeking an experienced Project Manager to support strategic Learning & Talent Development (L&TD) systems and technical initiatives. This role will lead end-to-end project delivery across multiple workstreams, partnering with business stakeholders, systems teams, and cross-functional partners to drive successful implementation and operational alignment.The ideal candidate brings strong project management discipline, experience managing technical or systems-related initiatives, and the ability to navigate complex enterprise environments using Agile or hybrid delivery methodologies. Experience supporting HR, Learning & Development, or Talent systems initiatives is highly preferred.Key ResponsibilitiesLead full project lifecycle delivery, including intake, requirements gathering, scoping, planning, execution, and implementationCoordinate cross-functional teams to manage technical dependencies, integrations, timelines, and solution alignmentDevelop and maintain structured project plans, milestones, risks, and issue logsFacilitate project meetings, working sessions, and stakeholder communications across business and technical teamsProactively identify risks, manage change control processes, and escalate issues when necessaryProvide accurate project status reporting and portfolio updates to leadership and governance teamsSupport project intake prioritization and alignment with enterprise PMO frameworks and delivery standardsEnsure projects are executed effectively within Agile or hybrid project delivery environmentsRequired Qualifications5–10 years of project management experienceProven experience managing cross-functional technical or systems-related projectsStrong understanding of project lifecycle management, risk mitigation, and stakeholder engagementExperience with Agile, hybrid, or enterprise project delivery methodologiesExcellent communication, facilitation, and organizational skillsAbility to manage multiple priorities and workstreams simultaneouslyPreferred QualificationsPMP certification preferredExperience supporting HR, Human Capital, Learning & Development, or Talent Management initiativesExposure to HRIS, LMS, or enterprise HR technology platforms is a plus.About Seneca Resources:SenecaResources is client driven provider of strategic Information Technology consulting services and Workforce Solutions to government and industry.
