Program Manager/Senior Data Analytics Analyst

**Overview:** We are seeking a highly skilled and detail-oriented Program Manager/Senior Data Analytics Analyst to join our team. The Program Manager will serve as the Senior Data Analytics Analyst and on-sight SPAARK point of contact to support the ongoing operations of the Office of the Provost Marshal General (OPMG). **Responsibilities:** Use data collection techniques, processing and analysis, visualization, and interpretation of available unclassified and classified information to assist the organization in making critical resourcing decisions to improve professional policing, corrections and investigative capability, capacity, and knowledge across the Army to support the accomplishment of the Provost Marshal General’s mission. Automate the process of pulling data and providing the information into a version which can be analyzed and provided to key stakeholders. Develop a portal which visualizes the data for the Army, as well as tailorable down to ACOMs and Installations. Review open-source, Law Enforcement, Intelligence unclassified and classified sources data on multiple networks for processing and data entry purposes. Provide descriptive analytics, diagnostic, predictive and prescriptive analytics to data as prescribed by the government for use in finished products and reports. Will use the data analytic processes of collection, preparation, exploration, visualization, analysis, modeling, interpretation and communicate the results of the findings using spreadsheets, visualization tools, graphs, tables, charts, and multimedia presentations and systems of record. Review submitted requirements and information from customers to measure the effectiveness of the execution of their programs and track metrics. Provide written and oral presentations of unclassified and classified Law Enforcement Information, Controlled Unclassified Information (CUI), research analytics to OPMG, Army, DOD and Federal Agency Senior Leaders as well as the community of interest at large as directed by the government. Will provide analysis of requirements in support of Planning, Programming, Budgeting & Execution Process (PPBE) for OPMG and the Program Objective Memorandum (POM) build. Prepare, proofread, edit, and revise documentation, products and reports for accuracy and reporting errors/inconsistencies. Assist Criminal and Intelligence analyst in performing data correlation, link analysis, trend identification and provide analytic assessment as required to ascertain linkages and patterns. Coordinate and dialogue with community partners across the Department of the Army, DoD, Intelligence and Federal, State, Local, Tribal Law Enforcement agencies to support mission requirements. Travel to attend conferences and collaborative meetings with community partners as required. Apply the analytic research methods required IAW the ICD 191, 203, and 206, 209, and 710, 710.1, Security Classification Guidance, DIA Sourcing Guidance and 28 CFR Parts 16, 17, 20, 22 and 23. **Qualifications:** Program manager will have at least five years of experience in data analytics Knowledgeable of and have experience with windows-based programs and the structured query language (SQL). Experience with web-based portals, databases, and data analytics software applications, descriptive, prescriptive, predictive, diagnostic tools, and techniques. Proficiency in gathering, cleaning, modeling, interpreting data and presenting findings of finished analytic research, analysis in both written and oral briefs. Experience in verifying facts, dates and statistics using standard reference sources. preparing, proofreading, editing, and revising documentation, products, and reports. Experience with any combination of the following resources: Strategic Readiness Tenets System. Installation Status Report System, Installation Resource Integration Tool, Data Housing and Reporting Tool, Schedule 75 Requirements database, Microsoft Visualization tools, Commercial Visualization tools, Data mining Tools, Tableau, Power Bi, QlikView, SAS software, Statistical Package for the Social Sciences (SPSS), Google Analytics R and Python, Secret Internet Protocol Router Network (SIPRNET) (Intelink- S), Joint Worldwide Intelligence Communications System (JWICS) (Intelink), National Crime Required Education: Undergraduate or higher degree from an accredited college or university and a minimum of three years of experience in either data analysis, business intelligence analysis, research analysis, or operational research analysis. Personnel who do not have a degree from an accredited college or university then they must possess a minimum of three years of relevant employment experience in data analysis, operational research analysis, research analysis, business intelligence analysis or a Military Occupational Specialty (MOS) or civilian equivalent in intelligence analysis and maintain one or a combination of Google Data Analytics, IBM Data Analyst, Microsoft, AWS Certified, SAS Statistical Business or CompTIA Data Analytics Plus professional certificates or certifications is required. Required Experience: Minimum of 5 years of experience in data analysis, business intelligence analysis, research analysis, or operational research analysis. Clearance Requirements: US citizen, with an adjudicated DoD Top Secret/SCI security clearance within the last five years.
