The Director of Planning and Development shall, with the approval of the Mayor, appoint and discharge employees within the Department of Planning and Development. The Director of Planning and Development shall supervise all activities of the Department of Planning and Development and shall direct and assign personnel serving in the said department, and shall direct and assign other municipal personnel in the performance of planning and development related services or functions.Essential Duties and ResponsibilitiesInclude the following; other duties may be assigned.Responsible for the coordination of all planning and development related activities of the City.Responsible for the administration of the City agencies and functions assigned to this department.Responsible for the coordination of all land acquisitions and disposals, land management proposals, and all economic planning.Responsible for the preparation of a comprehensive or master plan which shall set forth, in graphic and textual forms, policies to govern the future development of the City.Responsible for the maintenance of a central records library for all data, reports, records, statistics and planning and development related materials as may be related to the City, whether written, printed or otherwise reproduced and whether on magnetic tape for audio or visual retrieval or stored in computer related form.Responsible for oversight of the community development block grants office to insure applications made by the agency for funds are consistent with and conformable to the comprehensive or master plan and to monitor the administration of any grants received for compliance with the City's plan and the grantor's requirements and conditions.Adopt and promulgate rules and regulations governing any subject within the jurisdiction of the Department of Planning and Development as are necessary to implement the provisions of this ordinance.As department head, prepares annual budget, approves payrolls, authorizes purchases and payment of bills; supervises and trains personnel, and carries out administrative policies of the City.Supervises and participates in the preparation of and interpretation of comprehensive reports and plans for development of the land and related resources of the City, including the physical redevelopment of specific areas, transportation, economic development, housing, conservation and open space preservation, and historical, architectural, scenic areas.Administers the Community Development Block Grant Program and other federal and state grants. Develops and implements physical development, housing rehabilitation, social service and economic development projects within the community. Prepares community development studies and special reports as required.Supervises staff over the technical assistance to the Planning Board, including site plan review of subdivisions, planned unit residential developments, tax titling matters, etc. Attends Planning Board meetings as needed, reviewing the staff recommendations for Planning Board action and serving as their consultant in land use matters as needed. Supervises review of zoning cases, subdivision cases, and site design review.Provides direct support or supervises staff providing professional and technical support to City Boards and Commissions including but not limited to; Design Review Board, Conservation Commission, Open Space and Recreational Commission, Historic District Commission, Community Preservation Committee, Economic and Community Development Council, Beverly Housing Trust, and Parking and Traffic Commission. Attends Planning Board meetings as needed, reviewing the staff reports for Board/ Commission consideration, recommendations for Board/ Commission when formal action is necessary, and serving as their consultant in all relevant matters.Confers with and advises the public, city officials and developers in technical aspects of zoning and planning, including state statutes and regulations, city ordinances, regional policies, and relevant court decisions.Presents projects, study initiatives, and permit requests to the Planning Board; recommends action to be taken.As directed by Mayor, participates in special studies and projects.Provides general supervision to a staff of professional and administrative employees.QualificationsThe Director of Planning and Community Development shall be a person especially fitted by education, training and experience to perform the duties of the office. Qualifications for appointment as Director of Planning and Development shall include, but are not limited to the following:Degree in a field appropriately related to municipal planning and development, including, but not limited to business administration or public administration and at least five years of progressively responsible experience in public or governmental planning and development.Physical DemandsThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
