Stormwater Inspector

Under general supervision, performs responsible technical?level work in the operations, maintenance, and compliance areas of the Stormwater Division. Work involves assisting the Stormwater Manager in complying with the City's NPDES MS4 permit; conducting construction site inspections for compliance with ordinances; performing environmental quality sampling and assessments; and providing community education and outreach on environmental issues. Reports to the Stormwater Manager. Examples of Duties / Knowledge & Skills Essential Job FunctionsInspects permitted construction sites for compliance with the Stormwater Management Ordinance.Conducts environmental sampling in streams and rivers. Responds to citizen complaints. Conducts inspections and provides recommendations for environmental compliance of City projects. Maintains inspection and complaint files; helps with monthly and year-end reports. Maintains and calibrates lab equipment. Receives and/or reviews various records and reports including construction plans, sampling data, construction manuals, trade journals, citizen concerns, and various other records, reports, memos, correspondence, etc. Prepares and/or processes various records and reports including inspection reports, inspection letters, newsletter articles and brochures, sampling reports, equipment calibrations, and various other records, reports, memos, correspondence, etc. Refers to City ordinances, Stormwater Design Manual, State and Federal law, scientific literature, etc. Operates a variety of equipment such as a Hach meter, computer, tablet, GPS field equipment, computer, GPS, survey level and rod, etc. Uses computer software such as Google Suite, Civil 3D, BlueBeam, HydroCAD, ArcGIS, etc. Interacts and communicates with various groups and individuals such as the immediate supervisor, commercial contractors, residential contractors, engineers, complainants, and the general public.Additional Job FunctionsAssists with code enforcement complaints that bridge program areas.Assists the utilities staff with inspections of non-environmental construction issues. Performs related work as required.Performs other duties as required. Minimum qualifications & Requirements Minimum QualificationsRequires technical degree and one (1) to two (2) years of responsible experience in stormwater compliance, construction inspections, etc. or any equivalent combination of training and experience, which provides the required skills, knowledge and abilities.Must possess a valid South Carolina driver's license. Must be a Certified Erosion Prevention & Sediment Control Inspector (CEPSCI) or possess equivalent certification or have the ability to obtain it within six months of hire. Obtain Certified Stormwater Plan Reviewer (CSPR) certification within one (1) year of employment. Supplemental information Applications accepted online at www.clemsoncity.org.
