About the Role The Integrated Drainage Program Manager is an exciting role housed in King County Stormwater Services that will engage the community to design, partner, fund and implement high impact drainage projects that intersect multi-benefit elements involving rural communities, working lands, built and natural environments, stormwater impacts, flooding and aquatic habitat. This role evolves out of King County's commitment to the landmark Fish Farm Flood agreement and will serve all areas of unincorporated King County to deliver on the Stormwater mission. This position will serve as a dedicated project manager to identify and pursue meaningful and impactful drainage improvements throughout the county housed with a team of engineers working at the leading edge of government and community interfacing. As the Project Program Manager IV - Integrated Drainage Program Manager of the Stormwater Services Engineering Response & Support Unit, you will actively apply these principles in all aspects of your work. What you will be doing? Finalize development of the Integrated Drainage Program. Build on prior development work, develop the final programmatic operating parameters for the Integrated Drainage Program with an objective of completing pilot projects in the upcoming construction seasons and a goal of fully developing all programmatic operating procedures. Oversee all aspects of Program Management. Develop annual budget, secure contracts, establish and track staff/consultant support requirements, develop and track project list and report on program deliverables. Oversee all aspects of Project Management/Implementation. Develop scope and budget, secure funding, identify and secure project teams to complete analysis/design/plans, acquire appropriate permits, develop means to implement finalized projects, execute projects within identified constraints. Develop and maintain critical partner relationships. Work closely with and develop productive relationships with community interest groups, community partners such as conservation districts, watershed improvement and drainage districts, private landowners, regulators, tribes and other stakeholders. Identify and reduce regulatory barriers. Continuous identification of barrier regulations associated with the work of the IDP program and companion programs in SWS. Work closely with regulatory co-workers to identify opportunities for code changes, including drafting proposals for change and working closely through the process of code changes to track, edit, modify and act on behalf of stormwater services for impactful code change. Work closely with the ERSU Unit Manager to support other unit projects, programs and efforts on an as-needed basis, including participation in the SWS emergency response program, enforcement, future iterations of a SWS strike team, NDAP, ADAP and other needs as assigned. Qualifications You Bring A bachelors degree in natural resource management or similar; OR an equivalent 5 years experience working in a field similar to natural resource management. Five years experience working in natural resource management requiring experience and application of knowledge for surface water and/or stormwater management. Five years experience leading teams. Experience working with rural communities on issues of natural resource management, including agriculture. Experience using project management and planning techniques and principles. Effective communication of technical details in a clear and concise manner to diverse audiences. Commitment and understanding of equity and a demonstrated skill establishing and maintaining work relationships with a diverse group of people. It Would Be Good If You Bring Ten or more years experience in natural resource management Experience with conflict resolution Experience with regulatory code development Project management certification Project management training Working Conditions The Stormwater Services Team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center (201 S. Jackson St, Seattle, WA 98104). The frequency of in-person presence is guided by business needs and may be adjusted accordingly. Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements. King County has a robust collection of tools and resources to support working remotely. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsible during scheduled work hours. Work Schedule This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standards Act (FLSA) and is not overtime eligible.
