HUMAN CAPITAL ANALYST

SummaryYou will serve as a HUMAN CAPITAL ANALYST in the MANPOWER/PERSONNEL DEPARTMENT of CDR NAVY EXPEDITIONARY COMBAT COMMAND.DutiesYou will assist with developing, analyzing and improving the effectiveness of human capital management and manpower utilization.You will prepare selection packages for the hiring manager.Maintain constant contact with tentative selectee up to and through the onboarding process.Track/monitor development of annual performance plans.Coordinate with managers on various administrative personnel related programs such as incentive awards, performance evaluations and career management programs.Use a variety of automated systems to manage and track personnel assignments, performance ratings, incentive awards, leave usage and personnel actions.Analyze command requirements to support allocation targets for performance awards.Serve as the Command's civilian payroll program coordinator using Standard Labor Data Collection and Distribution Application (SLCADA), Navy Enterprise Resource Planning (NERP) and Defense Civilian Pay System (DCPS).Initiate, monitor and track all requests for personnel actions (RPAs) for the command.Prepare, analyze and manage reports utilizing the Total Workforce Management Services System (TWMS) and HR Link system.Coordinate manpower program issues to ensure effective manpower guidance.Be responsible for the Drug Free Workplace Program.RequirementsMust be a U.S. Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy must pass the E-Verify employment verification check.Federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).Within the Department of Defense, appointment of retired military members within 180 days after retirement to a civilian position is subject to 5 U.S.C. § 3326.Male applicants born after 12-31-59 must be registered for Selective Service.Must obtain and maintain a security clearance prior to entrance on duty; failure to do so may result in withdrawal of a job offer or removal.Position may require travel to CONUS and OCONUS and remote or isolated sites; candidates must be able to travel on military and commercial aircraft for extended periods.QualificationsFor GS-12:At least one year of specialized experience at or equivalent to GS-11 in the Federal service or equivalent experience in the private or public sector.Experience advising managers on staffing options, hiring flexibilities, pay setting, and other compensation-related matters.Experience with DFAS Now, DCPS manual submission, and DCPS FIAR quarterly audits and reporting process.Experience using USA Staffing or other HR systems to manage the recruitment process, coordinate with HRO for awards, promotions, personnel assignments, and other career related issues.Experience preparing, managing and maintaining reports related to payroll, manpower, Full-time Equivalent (FTE) allocation and management.Experience using my E screen for DFWP program management.For GS-11:At least one year of specialized experience at or equivalent to GS-09 in the Federal service or equivalent experience in the private or public sector.Experience developing and implementing recruitment strategies for hard-to-fill positions.Experience using USA Staffing or other HR systems to manage civilian personnel requirements.Education (GS-11)In lieu of specialized experience, you may qualify with one of the following: successful completion of a Ph.D. or equivalent doctoral degree; successful completion of three full years of progressively higher level graduate education leading to a Ph.D.; possession of an LL.M. if related to this position; or a combination of experience and graduate education that equates to one year of experience.BenefitsA federal employee will receive a comprehensive benefits package including health, retirement, and disability benefits.
