Residential Intellectual and Developmental Disability, Mental Health, and Substance Abuse FacilitiesSpecial Food ServicesHome Health Care ServicesContinuing Care Retirement Communities and Assisted Living Facilities for the ElderlyOffices of Other Health PractitionersPBG delivers mission-focused solutions that eliminate inefficiency and power transformation for federal agencies requiring agility, security, and impact.Location: Baltimore, MD Area (Hybrid, with on-site presence as required by the client)Clearance/Screening: background investigation requiredPosition SummaryPBG is seeking a PMP-certified Project Manager to support a highly visible Health IT strategy and project management delivery program.Key ResponsibilitiesSupport the development and execution of IT Strategy, ensuring alignment with mission priorities and federal mandatesProvide program and project management support across key initiatives, including Systems Modernization and Shared ServicesLead Agile PMO operations, including backlog management, sprint planning, and governance using tools such as JIRA and ConfluenceFacilitate executive-level meetings, including CIO OKR performance sessions, ensuring clear documentation, action tracking, and data-driven reportingDesign and implement communications and Organizational Change Management (OCM) strategies to drive adoption of IT initiativesStrengthen and formalize IT governance frameworks, including documentation and decision-making processesSupport IT investment portfolio management, including prioritization, performance tracking, and value realizationCollaborate with leadership to shape program actions and ensure successful execution across all objective areasRequired Qualifications (Must-Have)EducationBachelor’s degree or higher in Computer Science, Information Technology, Business Administration, Engineering, Communications, Organizational Development, or related fieldCertificationsPMP (Project Management Professional) – RequiredCertified Scrum Master (CSM) or PMI-ACP – RequiredFederal EnvironmentProficient knowledge of systems, and applications (REQUIRED)Experience supporting federal agenciesIT Infrastructure & StrategyMinimum 5 years of experience with enterprise-level infrastructure, including distributed and mainframe environmentsAt least 5 years providing strategic IT guidance, aligned with industry best practices and emerging technologiesAgile Delivery & Team Leadership3–5 years leading Agile teams, managing backlogs, and performing requirements analysisExperience working across cross-functional teams in complex environmentsTechnical Writing & DocumentationMinimum 3 years developing technical documentation, including reports, manuals, and program deliverablesCommunications & Change ManagementAt least 3 years developing and executing communication strategies and OCM plansExperience driving stakeholder engagement and adoption of IT initiativesHuman-Centered Design (HCD)Minimum 2–3 years applying HCD or UX principles in IT solution designPreferred QualificationsCertifications such as:ITIL FoundationTOGAFProsci Change Management CertificationCompTIA Network+ (or equivalent)HCD / UX certifications (IDEO U, Nielsen Norman Group)Technical Communication certification (e.g., STC)#WHYPBGWe have successfully built a company culture based on our single most important asset - our employees.
